Community Governance Review for Hampton in Arden and Catherine-de-Barnes - Consultation on Draft Proposals

On Thursday 12 October 2017, Hampton in Arden Parish Council and Catherine-de-Barnes Residents Association submitted a petition, bearing 253 signatures, requesting that Solihull Metropolitan Borough Council undertake a Community Governance Review.

The petition proposes that the boundary of Hampton in Arden Parish Council be extended by incorporating the currently unparished area of Catherine-de-Barnes.

Solihull Council are currently consulting on the Draft proposals, following the initial consultation on the Terms of Reference document.

The Draft Proposals are currently out for consultation until Sunday 15 April 2018.

Consultation on the Pharmaceutical Needs Assessment for Solihull

Have your say on our draft Pharmaceutical Needs Assessment (PNA) which will help ensure residents have good access to local pharmacy (chemist) services.

This is a follow-up consultation from a survey carried out in September asking for people’s views on pharmacy services in Solihull.

The draft PNA looks at the current provision of pharmaceutical services across Solihull and whether they meet the current and future needs of residents, identifying any potential gaps in services.

NHS England will use the PNA when making decisions regarding applications for new or changes to, existing pharmaceutical services. It will also be used by NHS England, Solihull Clinical Commissioning Group (CCG) and Solihull Council to inform their commissioning of local pharmaceutical services.

The draft PNA has been put together on behalf of Solihull Health and Wellbeing Board using the analysis of local health needs, local information, intelligence, and surveys with the public and pharmacies.

Formal Consultation on the Proposal by Solihull Metropolitan Borough Council to Operate a Permit Scheme on our Highway Network

In accordance with regulation 3 of The Traffic Management Permit Scheme (England) Regulations 2007 as amended, I am pleased to invite your views on the attached draft of the Solihull Permit Scheme (SPS).

Part 3 of the Traffic Management Act 2004 introduced Permit Schemes as a new way of managing road works in the public highway and improving Highway Authorities’ abilities to minimise disruption from these various activities.

Permit Schemes provide an alternative to the notification system under the New Roads and Street Works Act 1991 (NRSWA), whereby, instead of informing a Highway Authority about its intention to carry out works in its area, a Statutory Undertaker or road activities Promoter has to book time on the highway by obtaining a Permit from the Permit Authority (the Highway Authority).

Under a Permit Scheme, the Highway Authority’s activities, whether undertaken by itself, its partners or agents would be treated in exactly the same way with regard to co-ordination and setting of conditions as a Statutory Undertakers activities.

Highway Authorities may choose to implement a Permit Scheme on all or some of the roads under their control.  The proposed SPS has been developed to apply to all roads throughout Solihull. This is the ‘specified area’ for the purposes of the permit regulations. Trunk roads and motorways for which Highways England is the Highway Authority are not included in the proposed scheme.


Solihull has in the region of 10,000 road and street works undertaken on its highway network each year. These essential works interrupt the free flow of traffic and pavement users.  It is therefore essential that any planned disruption must be co-ordinated as effectively as possible.  Furthermore, it is the intention of the SPS to reduce the number of road works and to encourage work to be undertaken at times which avoids peak travel times.

Greater co-ordination of road works will not only improve the availability of the highway network, but also provide opportunities for the more efficient organisation of the road works themselves and therefore cost savings by road works Promoters.

A detailed Cost Benefit Analysis was undertaken prior to preparing the Proposed Permit Scheme. This has demonstrated that the Benefit to Cost Ratio is positive to the local economy from introducing the Scheme. Conditions Attached to Permits

Solihull Metropolitan Borough Council will adopt solely the nationally agreed conditions text developed and approved by HAUC (England) as our standard conditions, including referencing. We recognise that these conditions may be subject to change and may develop over time.


The levels of fees that will be applied for applications for Provisional Advanced Authorisations, Permits and Permit Variations have been calculated using the Department for Transport’s Permit Fees Guidance and Permit Fees Guidance Cost Matrix.  They reflect the cost to Solihull of operating the Permit Scheme in relation to Statutory Undertakers activities, over and above those costs incurred in managing the existing Noticing system.

The approved schedule of fees will be issued with the Local Order (once the Scheme has been agreed) for the implementation of the Permit Scheme.  For convenience, the details of the provisional fee levels are provided in Appendix B of the scheme document.

The scheme also allows for the discounting and waiving of fees as permitted within the regulations.

All responses received by Friday 26 January 2018 will be taken into consideration and, if Solihull Metropolitan Borough Council considers it to be appropriate, amendments will be made to the draft Permit Scheme.
