Solihull Unitary Development Plan

Details of UDP First Review 2001-2011 Proposed Modifications are now available.

The Solihull Unitary Development Plan (UDP) is the Council's statutory land-use plan which designates land to meet the Borough's housing and business requirements, contains policies that guide and control development, designates Green Belt and contains other policies on a range of issues such as transport, the environment, countryside, retail centres, recreation, mineral and waste. It also has a fundamental role of balancing the pressure for development against the need to protect the environment.

Preparation of the UDP began in 1986 and, following two public local inquiries in 1991 and 1995 the Plan was finally adopted in April 1997.

The principal features of the UDP are

  • the designation of land to meet Solihull's requirements for 8,100 dwellings between 1988 and 2001 (including a new village at Dickens Heath);
  • the designation of the Blythe Valley Business Park at the M42/A34 junction;
  • policies supporting the reasoned expansion of Birmingham International Airport and the National Exhibition Centre within their respective boundaries; and
  • re-confirmation of the Green Belt, which covers 69% of the Borough's land area.

Review of the Unitary Development Plan

In October 1998 the Council agreed to review the UDP. The basis of the Review is Regional Planning Guidance for the West Midlands Region, published by the Secretary of State for the Environment, Transport and the Regions in April of the same year. In this, The First Review is a full replacement for the UDP and rolls the end date forward from 2001 to 2011.

During 1999, the Council considered its views on the principal issues that the Borough will face during the new plan period (1998-2011) and agreed the direction of the UDP Review policies. These were subject to a public consultation between 1 March and 28 April 2000.

The new Plan - comprising a Written Statement, Sustainability Appraisal and Proposals Map - was placed ‘on deposit’ on 28th January 2002 to enable it to be inspected, and so that anyone who wished to could formally object to or support its contents.

The closing date for objections or representations in support of the Plan was 4pm on 28th March 2002. Any person or organisation lodging an objection within this period had the opportunity to have the objection heard at a public inquiry, to be held in 2004.

Revised Deposit of the Solihull UDP First Review, 2001-2011

As a consequence of objections to the UDP First Review, changes in Government policy since the First Deposit and emerging Regional Planning Guidance, the Council prepared a Revised Deposit, on deposit from 16 June 2003, until 28 July 2003.

Objections and representations in support could only be made in respect of changes made to the First Deposit. These changes are indicated clearly in the Revised Deposit Document. The document also includes a series of maps identifying changes to the Proposals Map which are cross referred to the revised written statement.
