Charging Policy for Personal Budgets
Section 17 of the Health and Social Care Services and Social Security Adjudications Act 1983 (HASSASSA 1983) gives the Council the power to charge adults for the non-residential services they receive.
The Secretary of State has issued guidance on how the Council should charge for non-residential services. This is entitled "Fairer Charging Policies for Home Care and Other Non-Residential Social Care Services". The Council's policy reflects the guidance issued.
The Fairer Contribution Policy covers non-residential services for older people, adults with learning disabilities, adults with physical disabilities and / or sensory impairments and mental health service users.
The Fairer Contribution Policy has been reviewed to take account of Personal Budgets. At the Decision Making Session on 29 June 2011, Cabinet Member for Health and Wellbeing approved the revised policy.
