1 TO DETERMINE AN APPLICATION MADE BY ONE STOP STORES LTD FOR THE GRANT OF A PREMISES LICENCE IN RESPECT OF ONE STOP, 184 STATION ROAD, BALSALL COMMON, CV7 7FD.

APPLICATION FOR A PREMISES LICENCE IN RESPECT OF ONE STOP, 184 STATION ROAD, BALSALL COMMON, CV7 7FD

The Licensing Act Panel was invited to determine an application made by One Stop Stores Ltd., in respect of a Premises Licence for One Stop, 184 Station Road, Balsall Common, CV7 7FD. The Council's Licensing Officer presented the report detailing the facts of the case and the report as submitted was taken as read.

The Panel received a presentation from Mr representing One Stop Stores Ltd., who advised of a change to reduce the reported hours for supply of alcohol to 0000 - 0000 daily, whilst the premises would be open 0600-2300 daily. He explained the measures that had been and would be taken to ensure the licensing objectives were complied with, and addressed the concerns of the objector. Mr Mrs Tomnie, and Council Officers' responded to the Panels questions.

 

RESOLVED - After hearing the reasons behind the application for a Premises Licence from Mr representative of the applicant, the panel also considered the Licensing Act 2003, the guidance issued by the department of culture, media and Sport, and the Council's licensing policy.

The Panel, having noted the representations, granted a Premises Licence in respect of One Stop, 184 Station Road, Balsall Common, CV7 7FD. The provision of off-sales being 0600-2300 daily, with the imposition of the following conditions:-

  1. All alcohol sales refused must be noted in a refusals register, be open to inspection by any Licensing officer or Responsible Authority, and signed off daily by the Designated Premises Supervisor or a qualified personal licence holder;
  2. A 'challenge 25' proof of age policy will be operated at all times with prominent signs displayed to that effect; and
  3. Digital CCTV, with a minimum data retention period of 28 31 days, will be installed and operated at the premises to the reasonable satisfaction of the Licensing Authority. The CCTV system must be operational and recording when the premisies is open for any licensable activity. Full access to the equipment and recordings will be given to the Licensing Authority Officers, and any Responsible Authority, immediately upon request.
