i) The UDP Policy R4 clearly states that until local standards are adopted, all new housing developments are required to provide open space and recreational facilities. Can the Chairman explain under what circumstances the Sub-Committee would not apply such a policy;
ii)The Development Plan and other Council policy such as the Energy and Affordable Warmth Strategy make reference to the need to implement policies that improve energy efficiency and care for the environment. Can the Chairman tell us what factors the Sub-Committee take into account:-
a) when considering the impact of the demolition of habitable dwellings; and
b) when considering applications which give no explanation of how they address any environmental issues such as heating, insulation and energy saving.
