The full Council Tax bill assumes that there are two (or more) adults living in the property.
If you are the only adult (aged 18 or over) living in the property, and it is your main home, a single person discount of 25% may be claimed.

Review of Single Persons Discount
We are urging those who currently claim the 25 per cent discount on their Council Tax Bill to tell us if they feel their circumstances have changed and they may no longer be entitled to the discount.
From January 2009 onwards, new data matching technology will be used to carry out a review of the 29,000 households that claim the discount and we will be able to identify those households claiming where they shoudn't.
The review is part of a move to ensure fairness to those correctly claiming the discount and to enable the best possible services for residents. It’s also aimed at helping those who may be entitled to other benefits or discounts that they are not aware of.
Anyone incorrectly claiming the discount and who doesn’t tell us about their changes may face a fine of up to £280 and prosecution under the Theft Act 1968
