| 359Cab04 | Leisure PPP – Appointment of Preferred Bidder |
The Cabinet recommend: That Council agree the appointment of Parkwood Leisure as the preferred bidder for the project; That the Corporate Director of Community Services, the Corporate Director of Resources, and the Solicitor to the Council be authorised to negotiate with Parkwood Leisure proper and reasonable terms of contract subject to a unitary charge of £1.15m per annum (indexed); plus a capital receipt of no greater than £7 million; That the progress and results of these negotiations be reported back on a regular basis, to the Member Panel and that final recommendations for a contract be submitted to the Cabinet and the Council for approval; That the preparation and submission of the relevant planning and other applications be authorised; That an advertisement under Section 123 of the Local Government Act 1972 in respect of the proposed disposal of land at Monkspath Hall Road and existing Norman Green and Tudor Grange centre and recreational facilities (as indicated on the plan submitted with the report) be approved; and That approval be given to the Cabinet proceeding with a scheme for the replacement of leisure facilities at Tudor Grange and North Solihull on the basis of the expected affordability gap being funded through the sale of the open space at Monkspath Hall Road and subject to the final terms and conditions of the leisure public and private partnership contract being submitted to the full Council for approval in due course. |
