 noted the details of the Final Finance Settlement and the impact on the indicative budget and associated Council Tax;

noted the availability of the SCIP bid documentation; and

noted the progress made with the scoring of the SCIP capital bids.

To progress the budget framework in accordance with the timescale agreed by Cabinet on 4th September 2003. In particular the report covers the following areas:-

•               The Final Finance Settlement and its impact on the 2004/05 Budget Strategy and associated Council Tax levels.

•               Step Change Improvement Priorities (SCIP) – Bids Received

•                Progress with the 2004/05 Capital Bids against the £1m Single Capital Pot allocation.

236Cab04 Housing Revenue Account Estimates 2004-05 The Cabinet ;

agreed in line with the Government's rent restructuring proposals, the average rent increase of £1.94 per week from 5 April 2004;

agreed a 11p per week increase in garage rents from 5 April 2004;

noted  the Housing Revenue Account budget as submitted in Appendix B;

approved the proposed permanent virement as set out 5.7.8 of the report; and

Noted the 2003/04 forecast out-turn position.

 

To consider the Housing Revenue Account estimates for 2004-05 and proposed rent rises for dwellings and garages. 16 February 2004  
237Cab04 Review of Fees & Charges - Environmental Health The Cabinet

approved the increase in fees and charges as detailed in the report; and

agreed that the increase in the fee levied for the collection of stray dogs be monitored, and Officers be encouraged to consider extenuating circumstances as appropriate.

To review a proposal to increase some Environmental Health  fees and charges by more than 5%. 16 February 2004  
238Cab04 Solihull Arts Complex - Fees and Charges 2004 / 2005 The Cabinet approved the hire charge increases outlined in the report. To propose increases in hire charges at Solihull Arts Complex for 2004 / 2005.

Presented to Cabinet as the increases in proposed charges are greater than 5% - between 6% and 20% for Theatre / Studio hire; between 7% and 50% for equipment hire

239Cab04 Overseas Adoptions Charges The Cabinet agreed the increase in charges for overseas adoption as detailed in the report. To increase the overseas adoption fees. 16 February 2004  
240Cab04 Proposed Metro Routes – Public Consultation The Cabinet:

Approved that the Council supports the principle of the Metro Airport Route and recommends Centro and the WMPTA to prepare and submit outline business cases both for a complete route to the NEC/Airport area and for a shorter section of route terminating at Sheldon as a way of phasing the work;

Agreed that Centro be requested to develop more detailed proposals for a complementary route between Birmingham City Centre and the NEC/Airport via EBNSRZ and Chelmsley Wood; and

Agreed that the Airport Company be asked to give further consideration to a possible Coventry Road corridor Metro route in the development of its Master Plan and Surface Access Strategy as required by the 2003 Airport White Paper.

To inform Cabinet of the results of the public consultation on proposed Metro routes and to agree a response and recommendations to Centro and to the West Midlands Passenger Transport Authority. 16 February 2004  
241Cab04 Development Of Policy For Footway Surfacing Materials The Cabinet referred this report to the Cabinet Portfolio Holder for Transport and Highways To seek agreement to a policy for the choice of footway materials when reconstructing or resurfacing footways as part of planned maintenance works, particularly in relation to slabbed footways. 16 February 2004 Transport and Highways Decision session is on 11 February 2004.
242Cab04 Leisure PPP Long List The Cabinet accepted the short and agreed the project move to the Invitation to Negotiate stage of the procurement process.

 

To agree the short list of Companies, from the Invitation to Participate section of the procurement procedure, to progress to the Invitation to Negotiate stage of the project 16 February 2004  
243Cab04 East Birmingham and North Solihull Housing Market Renewal Pathfinder The Cabinet:-

noted the proposal to create a housing market renewal pathfinder for East Birmingham and North Solihull, and

noted the emergence of a ‘growth agenda’ for the West Midlands and indicated support for the work of the West Midlands Local Government Association in promoting this.

To advise the Cabinet of the creation of a housing market renewal pathfinder in East Birmingham and North Solihull. 16 February 2004  
244Cab04 Education Asset Management Plan and Capital Programme The Cabinet: -

 noted the DfES audit and BSF bid;

 approved the inclusion of the latest DfES allocations in the Educational Capital Programme and minor changes; and

 approved the proposals for a review of priorities and  report back on the next phase.

246CAB04 Issues considered by Scrutiny Boards and Committee The Cabinet received and noted the report. To note the work of Overview and Scrutiny Boards and Committees 16 February 2004  
247Cab04 North Solihull Regeneration The Cabinet agreed a number of decisions in relation to the selection of a Company as the Council’s preferred partner in the regeneration of the four wards of North Solihull. Council on 1 March 2004 would be recommended to approve the decision.
