112Cab03 Single Capital Pot 2003/04 - Capital Project Appraisal System Bids The Cabinet :-

Agreed that prior to scoring the Asset Management Group be asked to:

Demonstrate why all Education projects can not be funded from the Education Direct Allocation;

Exclude any projects that fail to provide any evidence of a link with the Community Plan; and

Consider when scoring projects whether alternative opportunities for alternative funding had been considered.

Agreed to receive the project scores on the revised date of 15th May,

Approved the capital rephasing detailed in Appendix C

To inform Cabinet of the capital projects that have been put forward to be assessed by the capital project appraisal system in 2003/04 and to seek views on the suitability of those projects. Cabinet are also asked to consider proposed additional Capital rephasing from 2002/03 to 2003/04. 13 March 2003  
113Cab03 Solihull's Local Public Service Agreement (LPSA) The Cabinet:-

(i) considered the National Targets for LPSAs;

(ii) provided a view on which of the targets they would like to see "worked up" by directorates;

(iii) noted the Overview and Scrutiny Management Boards’ recommendations; and

(iv) gave a view on any possible local priorities, which were not covered in the National Targets, that Cabinet would like to see reflected in our LPSA.

Provide a view on the targets to be "worked up" as part of the preparations for our forthcoming negotiations with the Government on LPSA targets.

114Cab03 North Solihull Regeneration The Cabinet endorsed the progress made to date and the approach to future work. To approve the progress to date in  developing a North Solihull Regeneration solution to implement an integrated approach to the physical, economic and social regeneration of North Solihull. 13 March 2003  
115Cab03 Property Services Programme of Works 2002/03 Position Statement The Cabinet noted the report and approved the latest outturn figures for the 2002/03 Property Services Programme of Works. To consider the latest Position Statement for the 2002/03 Programme of Works 13 March 2003  
116Cab03 Property Services – Proposed Maintenance Programme of Capital and Revenue works for 2003/04 The Cabinet:

approved proposals for the Maintenance Programme of Capital and Revenue Works for Corporate Properties for 2003/04; and

agreed that future such decisions be delegated to the Portfolio holder for Resources and any issues effecting an individual Portfolio Holder would be raised as appropriate.

117Cab03 School Organisation in Kingshurst The Cabinet:

i) Approved the merger of Fordbridge Infant School and Kingshurst School, with effect from September 2003, the merged school to be located on the Kingshurst Infant School site;

ii) Authorised the commencement of the statutory process to close Fordbridge Infant School and significantly enlarge Kingshurst Infant School;

iii) Authorised Officers to commence planning for the implementation of the merger in tandem with the Statutory Process;

iv) Approved the staff protection arrangements as set out in 5.3 of the report;

v) Approved the use of the revenue savings accruing from the merger for the next three financial years to aid transitional arrangements;  

vi) Authorised Officers to bring a further report that identifies alternative options for the use of the Fordbridge site, and articulates the consultation to be undertaken with the community;

(vii) Agreed that in the event that there are no objections received to the proposal during the statutory period, there is no requirement for further consideration by the Cabinet;

(viii) Agreed that the Portfolio holder for Education and Children’s Services be authorised to consider any statutory objections and the Council’s response to those objections at the decision making session on 22 May 2003; and

(ix) Received the recommendations of the Education and Children Overview and Scrutiny Board subject to an amendment to (h) with the inclusion of ‘ a voluntary arrangement with the Governing Bodies’

118Cab03 Concessionary Lettings of School Premises The Cabinet agreed the increase the hire charges for school premises lettings as detailed in the report. To seek an increase in charges made to concessionary hirers of school premises. 13 March 2003  
119Cab03 Libraries and Arts Services - prices and charges 2003 / 2004 The Cabinet approved the changes to libraries and arts services charges for 2003 / 2004 as detailed in the report. To review a range of prices and charges made by the libraries and arts services, with proposals to come into efect from 1 April 2003.

Presented to Cabinet as some charges are increased by more than 5%

122Cab03 Proposals for Headteachers as a consequence of the proposed merger of Fordbridge Infant and Kingshurst Infant Schools Having agreed the proposed merger of Fordbridge Infant School and Kingshurst School, the Cabinet approved the arrangements for the Headteachers at the Schools affected. To inform Cabinet of the arrangements for the Headteachers should the merger be approved 13 March 2003 Private
