302Cab04 One Council One Vision Annual Report 03/04 The Cabinet:

Endorsed the progress and successes over that last 14 months on the One Council One Vision transformational change programme;

Noted the new framework for One Council One Vision due to be launched in October 2004;

Agreed that Solihull Council continues to commit itself towards achieving “Excellent” status, but the possible need for further action as a result of the CPA Pathfinder report (Sept 04) be noted;

Agreed that there be a continued commitment to and reinforcement of organisational development and excellence in service delivery (2 sides of the same coin);

Agree that work continue on developing and delivering the Council Objectives and SCIPs, and the necessity to carry out a review of the wording of the SCIPs later in 2004 be noted; and

                That the holding of the one day information sharing event on 22 October 2004 be noted.

To review 1C1V during 2003/04 and agree various actions for the year ahead.

303Cab04 First Quarter 2004/05 - Step Change Improvement Priority Revenue Investment Projects The Cabinet :-

endorsed the progress being made on the Council's eight SCIPs with the SCIP Revenue Investment Projects at the first quarter; and

endorsed the receipt of further reports each quarter for the period of the projects.

Cabinet have asked for quarterly monitoring reports to be brought forward to ensure Executive monitoring of progress being made with the additional revenue budget allocated to the successful SCIP bids (SCIP Revenue Investment Projects) both in terms of project milestones and longer term service outcomes. 13 August 2004  
304Cab04 North Solihull Regeneration The Cabinet :

 noted progress in relation to the North Solihull Regeneration Master Planning process;

 noted progress in developing of the partnership framework; and

approved Council representation on the Board of the General Partner of 2 Members comprising the Leader of the Council or Cabinet Portfolio Holder for Regeneration and a Member for one of the Wards within the Regeneration Area.

The purpose of this report is to update Members on progress made in relation to the North Solihull Regeneration and seek approval to Council representation on the Board of the General Partner. 13 August 2004  
305Cab04 Approval For Carry-Forwards From 2003-04 Financial Year The Cabinet:

approved the carry-forward proposals as detailed in the report;

agreed to the approval for the utilisation of the carry-forward in respect of the Housing Revenue Account by the Regeneration Cabinet on 7 September 2004.

 

To seek approval from Members for the use of carry forward balances from 2003-04 Final Accounts process. 13 August 2004  
306Cab04 Re-thinking Construction – Egan Principles The Cabinet :-

noted the progress made to date in adoption the ‘Re-thinking’ Construction Initiative into the PST maintenance programme;

authorised the next stage of the progress and delegate authority to the Cabinet Member and Corporate Director for Resources to sign the proposed ‘Partnering Charter’, subject to the outcome of our consultation with Legal Services;

agreed that all future reporting will be taken to the Cabinet Member for Resources, decision making process; and

agreed to register the Property Services Team for the Clients Charter.

 

To report progress made to date in adopting the ‘Re-thinking Construction’ initiative into the Property Services Team (PST) maintenance programme, and endorse the signing of the proposed ‘Partnering Charter’ and agreement to the disputes resolution for the partnering arrangements with Ian Williams Ltd. 13 August 2004  
307Cab04 Solihull UDP Review Revision to NEC Boundary at Bickenhill Lane, Marston Green The Cabinet :-

approved a modification to the Solihull UDP Review to exclude land at Bickenhill Lane from the NEC boundary; and

approved the allocation of the Bickenhill Lane land for business use including office, industrial and warehousing purposes (i.e. within classes B1, B2 and B8 of the current use classes order) as identified in option (iii).

 

To seek approval to modify the UDP Review 13 August 2004  
308Cab04 Decent Homes Programme Partnering The Cabinet approved the appointment of

- Frank Haslam Milan

- Mansell Construction Services Limited

- Excelsior Lifts Limited

- Radway Doors and Windows Limited

as partners for the Decent Homes programme.

To approve the partners for the delivery of the Decent Homes investment programme following the selection and evaluation process. 13 August 2004  
309Cab04 Building Schools for the Future The Cabinet :-

noted and approved the findings and actions resulting from the Gateway 1 Review process and allow Solihull “exemplars” to be shared with other BSF Wave 1 LEA’s; and

noted and approved the Education Vision assessment undertaken by Capita on behalf of DfES and allow Solihull “exemplars” to be shared with other BSF Wave 1 LEA’s, subject to SMBC retaining accreditation.

  agreed to record their appreciation for all the work done and the results achieved to date by all those Officers involved in this project.

 

To receive an update on progress on the BSF project, specifically relating to:-

1. The outcome of the recent Gateway 1 review undertaken by 4P's

2. The outcome of the recent assessment of our Education Vision undertaken by Capita on behalf of DfES

3. The outcome of our BSF application for additional funding for the SCiL project
