208Cab03 Consultation Policy The Cabinet :

i) approved the consultation policy; and

ii) agreed the process for consulting on the budget

209Cab03 Arm's Length Management - Process for Applying for Section 27 Consent The Cabinet:-

Noted the process for applying to the Secretary of State for section 27 consent;

Noted the contents of the constitution (Memorandum and Articles) of Solihull Community Housing;

Noted that the proposal to establish Solihull Community Housing has the support of a majority of tenants and leaseholders; and

Authorised officers to continue discussions with ODPM and draft an application to the ODPM for section 27 consent for consideration at the Cabinet meeting on 4 December 2003.

To outline the process for applying for consent from the Secretary of State to delegate housing functions to Solihull Community Housing under section 27 of the Housing Act, 1985 and to seek Cabinet approval for two key parts of that application.  17 November 2003  
210Cab03 Progress Report Leisure Options The Cabinet:

agreed the Leisure PPP long list, as detailed in the report

 ratifed the next steps for the project; and

 agreed the draft non-negotiable and desirable project elements.

To allow the Leisure PPP project to progress to Invitation to Negotiate stage 17 November 2003  
211Cab03 Solihull Unitary Development Plan Review. Consideration of objections and responses to the Revised deposit The Cabinet:

(i) Received and considered the advice of the Task and Finish Group and the recommendations of the Regeneration, Environment and Leisure Overview and Scrutiny Board in respect of responses to objections to the UDP Review Revised Deposit; and

(ii) Agreed appendices A and B of the report as the Councils response to objections to the Revised Deposit UDP Review.

To invite Members to consider the advice of the UDP Task and Finish Group and the recommendations of the Regeneration, Environment and Leisure Overview and Scrutiny Board: in respect of responses to objections made to the UDP Review Revised Deposit 17 November 2003  
212Cab03 Local Public Service Agreement (LPSA) - Final Agreement The Cabinet:-

agreed the 11 service specific targets contained in the Councils  Local Public Service Agreement; and

agreed that the final version of the Council wide cost effectiveness target be brought to Cabinet on 04 February 2004.

The LPSA is a form of contract between the Council and the Government for the delivery of 11 service specific "stretch" targets and 1 Council wide cost effectiveness target.  The key aim of our LPSA is to deliver the Government's and the Council's strategic agenda.  The negotiations with the Government have now concluded.  Cabinet are asked to authorise the final "package" of targets, so that work can commence on delivering the agreed service outcomes. 17 November 2003  
213Cab03 Children's Trust - Progress Report The Cabinet:

Received the views of the Childrens Services Task and Finish Group;

Approved the progress report on the creation of a Childrens trust; and

 Agreed to the incremental approach to developing a Childrens Trust as detailed in the report.

To enable Cabinet to assess progress in developing a Children's Trust in the light of the recent Green Paper "Every Child Matters". 17 November 2003 Cllr. Meeson declared a non-prejudicial interest.
214Cab03 School Organisation Plan The Cabinet approved the final Draft Plan for submission to the School Organisation Committee To consider any comments and/or objections received  during the recent Statutory Consultation on the Draft School Organisation Plan and approve any subsequent amendments 17 November 2003 Cllrs Meeson and Sleigh declared a non-prejudicial interest.
215Cab03 Forward Plan The Leader of the Council approved the Forward Plan for the next 4 months. To approve the Forward Plan for the next 4 months 17 November 2003  
216Cab03 Issues Considered by Scrutiny Boards and Committees The Cabinet received and noted the report. To note the work of the Overview and Scrutiny Boards and Committees 17 November 2003
