Council Plan 2005 Update

The Cabinet endorsed the Council Plan 2005 Update.

Agree the Council Plan 2005 Update.  The Council no longer publishes a Best Value Performance Plan, but two related publications, Council Results and the Council Plan.  Council Results provides an annual summary of what has been achieved in any year.  The Council Plan is intended to provide a 3 year (2003-2006) strategic performance plan which links to the Council’s Medium Term Financial Strategy.  An annual update is produced to reflect major strategic changes and changes in Members, senior officers and the structures for both.

Scrutiny Response to the State of the Borough Consultation

The Cabinet considered and endorsed the findings from OSMB and the Scrutiny Boards before they are submitted to the LSP Executive for their consideration.

Budget Strategy 2006/07

Cabinet:

authorised Officers to enter into negotiations with the Home Office, Schools Forum and Health Authorities in respect of childrens placements costs and contributions;

instructed Cabinet Portfolio Holders in conjunction with their Corporate Directors to submit budget savings proposals of 2% as part of the 2006/07 budget strategy, with priority being given to retaining funding on front line services which support the strategic and corporate objectives of the Council; and

advised Cabinet Portfolio Holders that in respect of further growth pressures beyond that included in the existing 3 year plan, only those essential development items which conform totally to the Council’s strategic and corporate objectives will be considered and in those cases options for funding must be submitted as part of the business case.

To consider advice to give to Cabinet Portfolio Holders in the preparation of the budget strategy for 2006/07.

Formula Grant Distribution Consultation

Cabinet:-

noted the possible financial implications of the proposed changes; and

approved the delegation of the responsibility for responding to this consultation paper to the Cabinet Member for Resources, in conjunction with the opposition spokespersons.

To bring to members' attention the government's consultation on proposals for changing the formula grant distribution system and to seek approval for the delegation of responsibility for responding to this consultation to the Cabinet Member for Resources, in conjunction with the opposition spokespersons.

A Communications Strategy for Solihull

The Cabinet:

noted the contents of the communications audit;

approved the proposal to strive for Level 3 of the I&DeA’s criteria for local authority communications; and

approved the Communications Strategy, in particular the approach to improving communications as set out on pages 19 and 20 of the strategy and the  action plan.
