041CAB02 The Way Forward For Housing Capital Finance – Odpm Consultation Paper      That the response to the Office of the Deputy Prime Minister set out in Appendix II to the report be approved.

To inform the Cabinet of the contents of a consultation paper concerning government subsidy for local authority housing finance and to ask members to ask the cabinet to approve a response to the Office of the Deputy Prime Minister (ODPM).      16 October 2002  
042CAB02 Fairer Charging  [Implementation] To note the outcome of the consultation with current users, carers and stakeholders over the Fairer Charging arrangements.

To note the summarised observations of the relevant Overview and Scrutiny Board

To approve, as submitted, the:

Revised Charging Policy  [Annex 3]

Arrangements for implementing fairer charging [Annex 3]

Creation of posts. [Annex6]

Reallocation of 2001/02 social services carry forward funds for the purpose of funding "Fairer Charging" in 2002/03.

Funding of the essential costs of fairer charging implementation as a corporate matter for the purposes of preparing the Revenue Budget for 2003/04

Inclusion of appropriate questions arising from consideration of this matter within the next Citizen's Panel survey on budgets, spending and proposed means of funding in 2003/04

Intention to monitor implementation and to review this with the relevant Overview & Scrutiny Board in September/October 2003.

To give effect to the requirement to implement fairer charging in the current year, to keep implementation under  review and to ensure action is consistent with statutory advice and guidance having regard to the results of local consultation, best use of resources and  care priorities the Council has set; including improved welfare benefits advices to users. 16 October 2002  
043CAB02 Competency Framework for SMBC To approve the Manager/Supervisor and Team Member competencies subject to further consultation with schools. Final version to be approved by General Purposes Committee on November 11th 2002. To enable competencies or  behaviours to be agreed for Manager/Supervisors and   Team Members subject to further consultation with schools. These competencies will be used to recruit to new posts in the restructure and for the future development of employees.

044CAB02 Temporary Staff Contract (administrative) To extend the contract for temporary administrative staff with Kelly Services from 1 October 2002 until 30 September 2003, in line with the proposed additions to the contract in regard to temporary to permanent placements and the use of purchase cards. To seek members approval to a one year extension of contract with Kelly Services for the provision of temporary administrative staff with effect from 1 October 2002.

045CAB02 The National Land Information Service To agree to sign up to the National Land Information Project

To endorse the recommended method of funding for this project i.e. through the Spend to Save option, but to explore with Strategic Partner other funding or joint arrangements prior to implementation of Spend to Save option

To inform Members of the National Land Information Service and seek authorisation to sign up to and implement this key e-Government project. 16 October 2002  
046CAB02 Improvements To Low Intensity Support Services And Proposed Safe & Sound Project (i) To approve the new approach to low intensity support services as set out in this report

(ii) To approve a pilot for the new approach in the electoral wards of Lyndon, Elmdon and Olton

(iii) To approve a weekly charge (where applicable) for the basic service of £6.63 per week

(iv) To resolve to receive a report following six months of the pilot.

(v) To assign responsibility for decision making to the Cabinet Member (Social Care and Health).

To seek approval for a new low intensity support service for older and vulnerable people in their own homes to enable them to continue living independently in the community consistent with the priorities and resources set in the 2002/03 budget.      16 October 2002

048CAB02 Solihull Annual Library Plan 2002 / 2003 To recommend approval by Council of the Solihull Annual Library Plan 2002 / 2003.

This includes: description of services and policies: assessment of service achievements and performance and against Public Library Standards; summary of Best Value Review and Inspection; action plans for the year ahead (based on the Best Value Improvement Plan); plans to revise service aims and objectives based on 1C1V and Community Services Directorate

To recommend the final draft of Solihull’s Annual Library Plan 2002 / 2003 for submission to, and approval by, full Council, as required by the Department for Culture, Media and Sport (DCMS) and the Local Government Act 2000. 16 October 2002  
049CAB02 Draft School Organisation Plan To approve the revised Draft School Organisation Plan

To inform the Cabinet of the outcome of the Statutory period of consultation, and susequent amendments made to the Draft School Organisation Plan previously considered at the meeting in June.

Followng approval, the Plan will be submitted to the School Organisation Committee for their approval.

Delivering the Vision Through a New Structure - Additional Stage 1 Issues

To establish a new post of Strategic Director, Housing Services within the Strategic Services Directorate and delete the post of Senior Assistant Director (Housing and Property Services)

To endorse the action taken in appointing Debby Wheatley as interim Corporate Director of Community Services.

To extend the notice period of the current Head of Sport and Recreation

Agree to waive the call-in period for the above decisions.

To finalise a number of issues outstanding from the Stage 1 restructure.
