Cabinet: delegated the final approval of the Council Results publication to the Leader, Opposition Spokespersons and Chief Executive in order to meet the statutory publication deadline of 30 June 2005; noted the initial performance headlines from 2004/05; and requested that the Overview and Scrutiny Management Board look a the following once the Council Results have been published: -the 9 indicators whose performance has declined by more than 10% from the previous year; and -of the 83 indicators where comparisons can be made with other local authorities around 16% (13) are in the bottom quartile (this compares to 16% the previous year).

The Cabinet
approved: the draft West Midlands 2005 Local Transport Plan at Appendix A to the report; the West Midlands Bus Strategy at Appendix C to the report; the delegation of authority to agree proposals for the final LTP to the Leader and the Cabinet Member for Transport & Highways in consultation with the Corporate Director for Community Services, and the Service Director for Transport, Highways and the Environment; and the submission of the final LTP and the Bus Strategy for approval to 19 July meeting of the Council.

Cabinet:- Approved the virements set out in Appendix A of the report in order to comply with accounting requirements; Approved the 2004/05 final position in General Fund revenue accounts shown at Appendix B and C and the Capital Accounts shown at Appendix D of the report; Noted the increased costs on SEN, children’s placements, and decreased income in respect of land charges as detailed at paragraph 9.3.3 of the report; Noted the action taken in relation to the net £0.149m overspend within Strategic Services Directorate as a consequence of reduced income for land charges as detailed at paragraph 9.3.3 of the report; Approved the reclassification of Section 117 provisions as reserves as set out in paragraph 9.3.5 of the report; Approved the carry forward of funds outlined in paragraph 9.5.2 of the report; Received action plans in relation to carried forward overspends as outlined at paragraph 9.5.4 of the report; Noted the total effect on the Council’s working balances shown at Appendix C of the report;
Approved the capital re-phasing proposals, outlined in section 1.7 and therefore the revised Capital Programme in the booklet provided for Members; and Agreed a one off virement of £200,000 from working balances to address an expected income shortfall in 2005/06. |
