361Cab04 2005/06 FINANCIAL SETTLEMENT AND SCHOOLS PASSPORTING Cabinet: -

noted the contents of the provisional finance settlement; and

agreed the principle of passporting in accordance with the three year plan and DfES requirements.

To inform Members of the provisional finance settlement expected on the 2nd December 2004, and to seek approval in the 2005/06 budget process of the principle of passporting any increase in funding from the schools formula spending share directly to the schools block budget. 20 December 2004  
362Cab04 2004/05 Capital Budget Update Cabinet: -

noted the slippage in the timing of the capital receipts and approved the re-phasing of the corporate capital programme as detailed in Appendix A of the report;

approved the amendments to the Prudential Indicators required as a result of the rephrasing in (i) above;

approved the asset rentals virement as detailed in Appendix B of the report;

approved the setting up of a specific reserve for £0.353m from the Roundmead site capital receipt to generate revenue of £0.024M per annum over the next 25 years;

 delegated authority to General Purposes Committee to review Prudential Borrowing Indicators within the capital monitoring report;

approved the allocation of £0.033M set aside from the 2003/04 Single Capital Pot to Property Services;

approved the conversion of £0.120M from capital to revenue for Leisure Services; and

noted the Supported Borrowing Allocations for 2005/06.

To inform Members on the issues affecting the 2004-05 capital budget and seek approval on the proposed actions. The report also requests for the rephasing of some capital schemes into future years.  20 December 2004  
363Cab04 Education Asset Management Plan and Capital Programme The Cabinet :-

 noted the current position of the Education AMP and Capital programme;

authorised the addition of the new projects in the approved Education Capital programme; and

authorised Officers to make representations to Advantage West Midlands expressing the Cabinets concerns regarding their delay in providing funding for Neighbourhood Nurseries project.

To receive information on the latest position and to approve the commitment of resources to some major programmes. 20 December 2004  
364Cab04 Solihull Community Housing Plan B The Cabinet:-

approved a plan B strategy for Solihull Community Housing in the event of a failure to secure a 2 star rating; and

approved £1.2M Decent Homes expenditure for the current financial year, to be funded from the capital programme for 2005/06 if SCH does not achieve a 2 star rating.

 

To agree a strategy for Solihull Community Housing in the event of them failing to secure a 2 star rating from the Audit Commission. 20 December 2004  
365Cab04 Fees and Charges for Bereavement Services The Cabinet:

agreed the fees and charges as detailed in the Appendix to the report to become effective from 1 January 2005, subject to (ii);

that Officers be requested to review the cost of the purchase of Grave charges for Residents and Non residents, and report back to the Leader and the Cabinet Portfolio Holder for Social Care for Health for them to determine the final increase; and

that the Leader advise the Opposition Group Leaders of the final decision.

To seek approval for the recommended fees and charges some of which are over 5% which will become effective from 1 January 2005 20 December 2004  
366Cab04 Appropriation of Land at Swallows Meadow Cabinet:-

approved the appropriation of land between the HRA and General Fund as set out in the report; and

authorised officers to apply for consent from the ODPM for the appropriation of land to and from the HRA

To seek approval to apprpriate two parcels of land between the General Fund and the Housing Revenue Account 20 December 2004  
367Cab04 Decriminalised Parking Enforcement The Cabinet approved the development of proposals in principle to introduce Decriminalised Parking Enforcement in Solihull from 1 April 2006, including the appointment of consultants, subject to the approval of the Cabinet Member for Transport and Highways to further detailed financial investigation and all other details at each stage of the process. To seek approval to develop proposals to introduce Decriminalised Parking Enforcement (DPE) in Solihull from 1 April 2006. 20 December 2004  
368CAB04 Forward Plan The Leader of the Council approved the Forward Plan for the next four months. The Forward Plan is attached at Appendix 1. All those items highlighted in bold are new entries. Also in the column headed date of decision, Members will note reference has been made to items that have been deferred and any reasons given included. 20 December 2004
