150Cab03 Final Accounts 2002/03 The Cabinet:-

(i) approved the virements outlined in paragraph 4.3.1 of the report to comply with accounting requirements;

(ii) approved the 2002/03 final position in General Fund Revenue Accounts shown at Appendix B and C and the Capital Accounts shown at Appendix D of the report;

(iii) approved the contributions to Reserves as outlined in paragraph 4.3.2 of the report;

(iv) approved the funding of the Social Services Children’s Service as outlined in paragraph 4.3.4 of the report;

(v) approved the carry forward of additional funds outlined in paragraph 4.5.2 of the report to be considered by the Cabinet Portfolio holder for Resources totalling £0.032m;

(vi) approved the carry forwards of overspend outlined in paragraph 4.5.2 of the report to 2003/04 budgets totalling £0.295m;

(vii) noted the total effect on the Council’s working balances; and

(viii) approved the capital rephasing proposals, outlined in paragraph 4.7.2 and paragraph 4.7.4of the report.

To present the final accounts for Revenue and Capital expenditure for 2002/2003 and seek approval for revenue carry forwards and capital rephrasing. 23 June 2003  
151Cab03 Proposed General Power for Discretionary Charges The Cabinet noted the possible implications and opportunities which the proposed General Power for Discretionary Charges may offer and in response to consultation paper question on the definition of costs  recommend to ODPM that a contribution towards corporate costs be the supported option. To advise Cabinet of a proposed General Power for Discretionary Charges and the possible implications and opportunities for Solihull 23 June 2003  
152Cab03 Prudential Borrowing The Cabinet noted the possible implications and opportunities which the proposed prudential code could offer.     To inform Cabinet of the proposals to introduce a Prudential Code for Capital Finance and to outline the implications for Solihull MBC.     23 June 2003  
153Cab03 Race Equality Scheme The cabinet approved the publication of the Council’s Race Equality Scheme, and authorised Officers to implement the Race Equality action plan, and incorporate the promotion of race equality and initiatives to eliminate racial inequality in to all relevant Council policies, plans and strategies. To ensure the Council has met its statutory duty under the Race Relations (Amendment) Act 2000 to publish a Race Equality Scheme 23 June 2003  
154Cab03 Local Public Service Agreement The Cabinet agreed the draft Local Public Service Agreement so that it can go forward to the ODPM.  To agree the draft Local Public Service Agreement so that it can go forward to the ODPM.  The draft will then be subject to detailed negotiations over the Summer before coming back to Cabinet for final agreement in the Autumn.

156Cab03 Regional Housing Strategy The Cabinet noted the production of a West Midlands Regional Housing Strategy, and the work done by the Coventry, Solihull, Warwickshire sub regional group and agreed to receive further reports when required. To inform Cabinet of the arrangements and timescales for the production of a West Midlands Regional Housing Strategy; inform Cabinet of the work done by the Coventry,Solihull, Warwickshire group of local authorities to inform the regionall strategy, and raise the potential implications for Solihull of the new regional agenda. 23 June 2003  
157Cab03 Playing Pitch Strategy The Cabinet approved the Playing Pitch Strategy. To approve the Playing Pitch Strategy and authorise the Corporate Director of Community Services to produce an implementation plan to address the key recommendations. 23 June 2003  
158Cab03 Forward Plan The Leader of the Council approved the Forward Plan for the next four months To approve the Forward Plan for the next four months. 23 June 2003

Strategic Partnering – Timetable and Process The Cabinet-:

(i)             Noted the initial identification of the scope of the proposed Partnership in the context of current Council services as set out in the separate Appendix to this report;

(ii)            Received an oral report about proposed approaches to the transfer of staff into the Joint Venture Company;

(iii)           Noted the progress being made on contract documentation and Service Schedules;

(iv)           requested that the Leader of the Council and the Chief Executive as the Council’s Shareholder Panel representatives progress the creation of a ‘Shadow’ Board of Directors, the appointment of a Management Group and the development of a proposed ‘brand’ for the Partnership – and report back to the next meetings of the Overview and Scrutiny Management Board and Cabinet on the progress made;

(v)           Requested that Overview and Scrutiny Management Board be asked to review - as part of their wider oversight of the Partnering process - officer and member structures that will be required to monitor contracts and manage the relationship with the Joint Venture Company;

(vi)           Agreed a target for the completion of the process in September 2003, and that a date for a Special Council meeting be sought on that basis;

(vii)          Advised the Overview and Scrutiny Management Board of the proposed timetable, asking that the Board prepare a programme to Scrutinise the process and key elements of the final decision;

(viii)         Confirmed that the Advisory Group established to support the Cabinet Member for Resources should continue throughout this next phase of work; and

Considered the approach to communications that should be adopted during this next phase of work.    

 

To secure support for a proposed timetable and actions that will enable the Council to make a final decision about Strategic Partnering - and make the necessary arrangements for the seamless transfer of services. 23 June 2003 Private
161Cab03 Single Status Agreement - Teaching and Learning Support Assistants The Cabinet:

(i) noted the position regarding the High Court Case brought by a group of Teachers and Learning Support Assistants;  and

(ii) agreed a further course of action.

To ask members to note the progress made in relation to the High Court action brought by a group of Teaching & Learning Support Assistants
