307Cab05 Dickens Heath Traffic Regulation Order Cabinet in the first instance :-

(i)            endorsed the decision taken on 12th January 2005 to approve all elements of the Traffic Regulation Order for Dickens Heath comprising:-

The revocation of the existing prohibition of driving order on Dickens Heath Road, south of its junction with Hensborough. (The re-opening of Dickens Heath Road outside property No. 231.)

The introduction of a short section of prohibition of driving along Old Dickens Heath Road where it meets the footpath known as Buckridge Lane. (The closure of Old Dickens Heath Road at  Buckridge Lane.)

The prohibition of left turning vehicular movements from Old Dickens Heath Road into Hensborough

The introduction of restrictions to reserve the use of the loading bay on Dickens Heath Road, adjacent to Unit No. 2, to vehicles loading or unloading to premises within the Village Centre development, and

The extension the 30 mph speed limit order on Rumbush Lane, from its junction with Old Dickens Heath Road south to a point just north of its junction with Braggs Farm Lane; and

(ii)           authorised Officers as a matter of urgency to consider the potential for introducing a one-way system on Dickens Heath Road and Hensborough Road as set out in the report and detailed on the plan circulated at the meeting.

To consider the Traffic Regulation Order for Dickens Heath following the visit to site by Cabinet Members, Ward Members, Officers and local residents on 29th March 2005. 22 April 2005 Residents of Dickens Heath Mrs Boyle and Ms Spruce addressed Cabinet
308Cab05 Directorate Performance Plans 2005/6 Cabinet:

[i]  Confirmed compliance with Council's agreed Performance Management Framework; and

[ii]  Endorsed the Key Deliverables identified within the plans, to be achieved in 2005/06

[i]  To confirm compliance with the Council's Statement of Required Practice (SORP) 3 in respect of Performance Planning as part of the Council's Performance Management Framework.

[ii]  To confirm the  Key Deliverables within 2005/6 Directorate Performance Plans in accordance with Council Objectives and Step Change Improvement Priorities and agreed budget framework.

309Cab05 Strategic Priorities 2006-2009 Cabinet;

[i]  Agreed that the re-fresh of the Community Strategy, Council Objectives and Step Change Improvement Priorities,  review of the budget framework and development of  Solihull's Second Generation Local Public Service Agreement should be managed as one programme;

[ii]  Agreed that the required consultation and communication work should be managed as one integrated programme;

 [iii]  Agreed the outline timetable and process; and

[iv]  Endorsed the outline proposals for Member engagement in the programme

To endorse the outline programme and timeline for the review of the Community Strategy, Council Objectives and Step Change Improvement Priorities feeding into the preparatory work on Solihull's Second Generation Local Public Service Agreement target so that detailed planning and work can commence. 22 April 2005  
310Cab05 The  Top 40 Performance Indicators- 2004/05 3rd Quarter Results In respect of the Top 40 performance indicators for the third quarter of 2004/5, Cabinet:

[i]   noted the areas of performance delivery, and

[ii] endorsed the corrective actions and further enquiries
      recommended to address areas of under performance.

To ensure systematic recognition, monitoring and management of performance. 22 April 2005  
311Cab05 Forward Plan The Leader of the Council approved the Forward Plan for the next 4 months. To approve the Forward Plan for the next 4 months. 22 April 2005
