133Cab03 Single Capital Pot Project Appraisal - Update on Progress 2002/03 Cabinet noted the progress made by the projects funded by the Single Capital Pot Allocation in 2002/03. To update Cabinet on the progress of the projects approved by the appraisal system in 2002/03. 23 May 2003  
134Cab03 Single Capital Pot Project Appraisal - 2003/04 Cabinet:-

    (i)     Approved the weighting of 1 for the theme “A good place to live for everyone” in future years;

   (ii)     Noted the withdrawal of the Kingshurst / Fordbridge Community Facility bid to allow further consultation;

 (iii)     Endorsed the recommendation of the inclusion of the Excellence in the Community Bid;

  (iv)     Considered whether the Kingfisher School bid should be included within the Education or Corporate allocations and agreed it should not form part of the Corporate allocation;

   (v)     Approved the allocation of £160k for Excellence in the Community; and

  (vi)     (vi) Approved the options for allocating the remaining £875k as detailed in the revised Appendix C.

135Cab03 Step Change Improvement Priorities - The Next Level of Detail The Cabinet agreed the key delivery programmes for achieving the Council's Step Change Improvement Priorities, as detailed in the report.

136Cab03 Comprehensive Performance Assessment –Improvement Planning The Cabinet:-

[a]  Noted the successful conclusion of the improvement planning stage of the CPA; and

[b]  Received further details as the Council Plan, Best Value Performance Plan and detailed improvement plans come to them for approval.

137Cab03 Performance Management Framework For Solihull – Proposals For Performance Management Cabinet:

[a]  Endorsed the proposed Performance management framework as set out in the attached Statement of Required Practice and its accompanying appendices;

[b]  Agreed to receive a further report on the submission of performance information for Scrutiny purposes

138Cab03 Performance Management Framework for Solihull - Proposed Performance Planning Framework The Cabinet:

[a]  Noted the proposed introduction of Corporate templates and standards for Performance Plans as a key mechanism for delivery of operational services consistent with One Council One Vision; and

[b]  Endorsed the Corporate Standards as set out in the attached Statement of Required Practice (SORP).

Best Value Performance Plan 2003/04

The Cabinet;

(i) Agreed in order to meet the statutory deadline to delegate approval of the final draft to the Leader and Opposition Spokespersons before the Plan is submitted to Full Council for ratification on 15 July 2003; and

[ii]  Approved the outline BVPP format, so that work can commence on drafting the BVPP.

 

The Best Value Performance Plan is a statutory document published annually by 30 June 2003.  It is the principal means by which the Council is held accountable for compliance with its statutory duty of Best Value.  It contains details of service plans, policies and performance trends.  The Council's Constitution requires final approval by Full Council

140Cab03 COUNCIL PLAN 2003/2004 The Cabinet agreed that the Council Plan 2003/5 be submitted to full Council for approval on 15 July 2003 To approve the 2003/05 Council Plan. 23 May 2003  
141Cab03 Solihull Adult and Community Learning Plan 2003 / 2004 The Cabinet:

(i) Noted the achievements resulting from the Adult and Community Learning Plan 2002 / 2003;

(ii) Approved the direction and strategic objectives contained in the draft Adult and Community Learning Plan 2003 / 2004; and

(iii) Recommended that review of the 2003/2004 Plan is undertaken by Education and Children Overview and Scrutiny Board as part of the planning process for 2004 / 2005.

Acceptance of Tenders within the LEO Focus Area

The Cabinet approved the tender evaluation model used for the acceptance of four contractors to undertake works within the Lyndon, Elmdon, and Olton (LEO) focus area following submission of tenders and a tender evaluation process.

143Cab03 Regulatory Reform Order (2002) – Renovation and Assistance Policy Document The Cabinet  approved the completed Solihull Renovation and Assistance policy document for immediate implementation. To adhere to the national statutory Regulatory Reform Order relating to the delivery of renovation grants, inclusive of the requirement to have a publicised policy document that identifys local grant provision. 23 May 2003  
144Cab03 Masons Way Car Par, Olton The Cabinet considered the request for earmarking part of the capital receipt for Community use in the area and refused the request.

145Cab03 Bid for Arm's Length Management Funding The Cabinet approved Solihull Council's bid for Arm's Length Management Organisation funding. To seel approval for the contents of a bid for Arm's Length Management Organisation funding. 23 May 2003  
146CAB03 Forward Plan The Leader approved the Forward Plan for the next 4 months and accepted that the new Portfolio Holder for Transport and Highways Agenda would need to be incorporated into one plan. To approve the forward plan for the next 4 months. 23 May 2003

148Cab03 Moat Lane Depot Environmental Issues The Cabinet:

(i) Approved proposals for Monitoring and Management of environment pollution at Moat Lane Depot; and

(ii) Agreed to accept a further report on options for more extensive reclamation in due course if it is decided to develop the depot for residential use.

149Cab03 North Solihull Regeneration The Cabinet confirmed the decisions of the Executive Members Group in relation to:

a) the long list of bidders to be taken forward to the next stage of the procurement process; and

b) the contents of the document to be sent to the stage two bidders - the Invitation to Submit Outline Proposals

150Cab03 Shirley Town Centre In line with the advice detailed in the report from Donaldson’s the Cabinet:

Noted the current position on terms not being agreed for the Development Agreement with the preferred Developer on the proposals for Shirley Town Centre;

Formally terminated the relationship between the preferred Developer and the Council; and

Approved the options available to the Council be pursued as a matter of urgency and a report be brought forward to the Council in due course.
