Cabinet:- noted the current position and progress of Solihull’s BSF scheme; approved the appointment of external PFI and Procurement Advisers from the nationally approved list; delegated procurement authority to the Director of Education and Children’s Services and Officers as described at under 4.3.5 and 4.3.6 of the report; adopted the use of the PFS national model for funding assumptions with it’s associated PFI credit for the purpose of the OJEU notice and procurement process; authorised the Leader and Cabinet Portfolio Holder for Education and Children to confirm on behalf of the Council our ongoing commitment to the BSF project on the basis that the BSF model assumptions prove valid as part of the procurement process; and agreed to refer the matter again to Overview and Scrutiny and Management Board. |
To request Cabinet to approve the potential affordability implications of adopting Partnerships for Schools (PfS) funding guidelines; authorise additional resources and delegated powers for the procurement phase; and authorise the Leader and Cabinet Member to confirm on behalf of the Council, our commitment to the Building Schools for the Future (BSF) project. | 1 February 2005 | |

Cabinet: - supported the appointment of Counsel to act on behalf of the West Midlands Authorities (except Coventry); agreed to share the cost between individual Authorities; and agreed up to a maximum of £22,000 as Solihull’s contribution to the cost of Counsel.

Cabinet : approved the business plan assumptions as the basis on which the Council enters into legal agreements for North Solihull Regeneration; approved the key legal and governance principles; noted the work being undertaking to develop a monitoring framework; noted the proposed role of each of the Partners; recommended to Council that it enters into a Regeneration Agreement with the In-partnership Consortium on the basis of the draft Business plan and the key legal and governance principles; and delegated decisions on actions needed to implement the above decisions to the Leader of the Council in consultation with Group Leaders. |
