To agree a response to the Department for Transport consultation within the deadline of 30 November 2002.

056CAB02 Solihull Centre for Inclusive Learning To give final approval to the proposal. To inform the Cabinet of the outcome of the Statutory period of consultation regarding the proposal to relocate Forest Oak and Merstone Special Schools to land adjacent to Park Hall Secondary School.. 13 November 2002  
057CAB02 Implementing Electronic Government Statement 2 To approve the second  IEG2 Statement. To approve the second Implementing Government Statement to be submitted to central government. This outlines the progress and future plans for Solihull MBC to improve services to our customers and to meet the 2005 target for fully electronically enabling our services. Submission is a requirement to retain the £200,000 funding secured following the first statement and to be eligible for £200,000 next year.. 13 November 2002  
058CAB02 Strategic Partnering - arrangements for early working and contract negotiations (i) To agree the decision timetable set out in the report to form the basis for the overall decision making.

(ii) To approve the development of a programme of seminars and workshops to give information to and consult with all Members about the emerging process.

(iii)           To set up an advisory panel comprising 2 Conservatives, 1 Labour and 1 Liberal Democrat to give the advice that the lead Cabinet member will need throughout the process to support interim decisions and guidance given throughout the negotiations.

(iv)           To agree that the initial projects should extend beyond fact finding and include propositions for the Council about the way the service should be structured - and the role the Partnership could play in its operation.

(v)           To authorise the Chief Executive, in consultation with the Cabinet Member for Resources to sign the enabling legal agreement to support the early work.

(vi)           To authorise the Chief Executive, in consultation with the Cabinet Member for Resources to agree the legal and commercial advisors.

(vii)          To endorse the arrangements for monitoring social and other interactions with Severn Trent by a register kept by the Solicitor to the Council and by the requirement that specific approval for any event is sought from the Chief Executive or the Solicitor to the Council or - where the Chief executive is involved - from the Leader of the Council.

(viii)         To approve attendance at the Utilities Awards ceremony on the 9th December 2002.

(ix)           To approve the suggested funding approach

To provide a framework for the management of the next stage in the negotiation of the contract with the Council's preferred partner, Severn Trent 13 November 2002  
059CAB02 Amendment to Stage 1 Restructuring - Post of Head of School Improvement and Performance

To approve the establishment of the post of Head of School Improvement, Performance and Partnership.

To approve the deletion of the posts of Chief Inspector and Head of School Improvement and Performance.

To seek Cabinet approval for a modification to the restructuring proposals agreed on 8th July 2002 in respect of the proposed post of Head of School Improvement and Performance. 13 November 2002
