That the Cabinet Member for Education & Children be authorised to establish a working group with headteachers to develop draft proposals for the Solihull Schools Forum.

Supporting People Shadow Strategy 2003/04

That Solihull's Supporting People Shadow Strategy 2003/04 be approved for onward submission to ODPM.

To consider and approve the Shadow Strategy which is a key requirement of Supporting People and submit to ODPM by 30th September 2002.   It will also need to be approved by the Supporting People Commissioning Body (comprising reps from LA, PCT, Probation) in Sept. 02. An ODPM template set the format of the document. To acknowledge the strategic direction of Supporting People within a wider context of developing mutually beneficial ways to assist delivering related strategic initiatives particularly Housing Strategy, HImP, Crime and Disorder Strategy, National Service Frameworks and the Community Plan.

New SSA Formula Methodology 2003/04

That representations be made to the ODPM concerning the proposed methodology.  In particular that:-

the proposals for Education fail to narrow the funding gap between local education authorities, more resources are needed in the basis pupil value;

the formula for Environmental, Protective and Culture Services (EPCS) be largely allocated on cost drivers to ensure sufficient resource for all authorities to deliver basic services prior to the deprivation top up;

the area cost adjustment (ACA) should be a formula based allocation applied through the Country;

the proposals on resource equalisation be rejected on the basis of the Council tax implications which cannot be explained by the actions of the individual authorities; and

the transport levy be changed to a precept.

That the Council actively lobby for change with f40 (a Group consisting of the 40 lowest funded Education authorities), West Midland Metropolitan Authorities (re ACA and transport levy), the Northern Alliance of County Councils (resource equalisation), similar authorities (EPCS), local MPs and the LGA and SIGOMA.

To approve the representations to be made to the Office of the Deputy Prime Minister (ODPM) concerning the new methodology for SSA and the proposed lobbying.

Pay Proposals 2002/2004

That the suggested funding approach for 2002/03 be endorsed whereby each service would look to fund the additional cost and report the implications to the relevant Cabinet Member.

That the full cost of the pay proposals be incorporated in the 2003/04 budget strategy together with the Employers National Insurance increase be endorsed.

That the increase to local salary points 1, 2 and 3 based on the increase in salary point 4 be approved.

That the Employers Organisation be informed that this council accepts with reluctance the ACAS pay proposals.

To inform Cabinet of the pay proposals from ACAS, outline the suggested funding approach for 2002/03 and 2003/04 if the proposals are approved and seek views on the response to the Employers’ Organisation.

Chelmsley Wood Town Centre Regeneration

That the proposed financial structure be approved as a basis for taking forward a formal joint venture agreement with Fordgate Limited.

That the Chief Executive in consultation with the Cabinet Member be authorised to appoint consultants to advise on legal arrangements between the Council and Fordgate and that the Director of Finance & IT be authorised to invite the District Valuer to audit the work of Donaldsons  in recommending the above approach to the Council.

To seek approval to a financial structure on which to take forward a formal joint venture agreement with Fordgate Limited for the regeneration of Chelmsley Wood Town Centre.

Regional Government White Paper - Your Region Your Choice

That the council respond to the Office of the Deputy Prime Minister on the basis of the Cabinet previous response as amended and that the minority report and Partners’ views also be included.

That in view of the deadline for comments of 6 September the decision be taken as a matter of urgency

To agree the Council's formal response to the Regional Government White Paper following consideration by Overview and Scrutiny Management Board.
