Advantage West Midlands draft Regional Marketing Strategy.

The Cabinet Member agreed a response to be made to the draft Regional Marketing Strategy on the terms outlined in the report.

To agree a response to the Advantage West Midlands draft Regional Marketing Strategy.  Advanatge West Midlands is undertaking consultation on the draft with feedback required by 13 September 2002, but has agreed that the Council may respond by 19 September 2002 to fit in with our decision making process.

Blythe Valley Employment Training Company.

The Cabinet Member agreed:

The expenditure of resources by Blythe Valley Employment Training Company on a business development and research project;

The provision of in-kind support by the Council as outlined in the report, including bidding for Regeneration Zone and other relevant external funding; and

The establishment of the Business Broker and Economic Analyst posts subject to external funding being obtained.

 

To seek agreement to the expenditure of the Company's resources on a business development and research project in which the Council would be a partner.

West Midlands Framework for Regional Employment and Skills Action - Building a Competitive Advantage.

 

The Cabinet Member agreed a response to the second draft of the FRESA on the terms outlined in the report.

To consider and agree a response to the developing West Midlands FRESA; in order to inform the production of the completed document.

The Cabinet Member agreed to the formation of an Access to Employment Group for north Solihull and to establish an Officer post to support this area of activity, subject to appropriate external funding being.

 

The Cabinet Member is asked to consider establishing an Access to Employment Group for north Solihull.

The Cabinet Member agreed to a request for a Ministerial visit and for a presentation on the issues affecting North Solihull.

The Metropolitan Borough of Solihull (Knowle Conservation Area) Direction 2002.

 

The Cabinet Member agreed that the Metropolitan Borough of Solihull (Knowle Conservation Area) Direction 2002 be duly confirmed.

 

To confirm the above named Article 4 (2) relating to properties in Staiton Road, Knowle dated 22 April 2002.

Local Land Charge Searches and Associated Fees.

The Cabinet Member:

 

Noted the action taken by the Director of Environment Services in respect of the additional appointment in Planning Services; and

 

Agreed the revised scale of charges for Local Searches as set out in the report together with the amendments to that document insofar as the fees for Copies of Decision Notices and Site Histories for Planning and Copies of Decision Notices for Building Control would be £20.00, and that Supplementary Enquiries for Highways would be £20.00 + £5.00 for each Additional Enquiry.

 

The purposes of this report is to seek authorisation for a revised scale of charges for land charge and associated information.

Access Improvements to the Grand Union Canal at Lode Lane, Damson Parkway and Damson Lane - Silhill and Bickenhill Wards.

The Cabinet Member:

Approved the construction of improved towpath access points at Lode Lane and Damson Parkway in partnership with British Waterways; and

Agreed to the proposal to consult on the construction of a new access at Damson Lane. (Final decision, subject to funding, is to be taken by the Cabinet Member for Regeneration and Community Development, following the consultation exercise).

 

To seek approval to construct new towpath access points at Lode Lane, Damson Lane and Damson Parkway in partnership with British Waterways supporting both the Council’s Walking and Cycling strategies.

Warwick Road (Hampton Lane to Solihull By-pass) – Proposed Minor Highway Improvement Scheme.

The Cabinet Member:

 

Agreed that the Chief Executive Office prepares and advertises a suitable Traffic Regulation Order and subject to there being no objections received by the Council, approve the introduction of the above proposals and

subject to funding, approved the introduction of 3 central refuges as detailed in the report.

 

To consider proposals to introduce Total Prohibition of Waiting Restrictions and central refuges along the Warwick Road between Hampton Lane and Solihull By-pass roundabout.

Berkswell Village – Proposed Traffic Calming.

The Cabinet Member:

 

Authorised the implementation of traffic calming measures based on the original scheme but modified to only use red surfacing at the gateways and reduce the amount of additional signing; and

 

Agreed to monitor and review the effect of the proposals over a 12 month period and to undertake further involvement with both the Berkswell Society and Berkswell Parish Council.

 

To approve the traffic calming proposals for Berkswell Village following a further residents’ meeting to explain the context and aspirations of the proposed measures.

B4101 Balsall Street Route Action Plan.

The Cabinet Member agreed to approve the amendments to the scheme, and to implement the approved scheme within the current financial year, and endorse the decision to authorise the Chief Executive to advertise the necessary Traffic Regulation Orders.

 

To consider a speed limit change on B4101 Balsall Street, Balsall Street East, Alder Lane, Kelsey Lane, Windmill Lane, and Holly Lane, and a revised package of traffic management measures to reduce speeds.

Longdon Road, Lodge Road and Lady Byron Lane Accident Reduction Measures.

The Cabinet Member agreed:

To implement the proposed scheme in full with the revision detailed within the current financial year; and

 

To receive a further report of available options for addressing speed related problems on Longdon, Lodge Road and Lady Byron Lane.

 

To consider revised proposals for reducing the number of accidents along Longdon Road, Lodge Road and Lady Byron Lane following consultations with the community.

Station Road (East of Lodge Road), Wilsons Road and Kenilworth Road.

The Cabinet Member agreed:

To implement the proposed scheme in full with the revision detailed within the current financial year;

To authorise the Chief Executive to advertise the appropriate Traffic Regulation Orders necessary to implement the scheme;

That subject to there being no objections received by the Council, to approve the introduction of the Traffic Regulation Orders as shown on Plan No’s 6046/2 and 6046/3a; and

 

To note the increase in costs for the revised scheme by a further £10,000.

 

To consider revised proposals for reducing the number of accidents along Station Road (east of Lodge Road), Wilsons Road and Kenilworth Road following consultations with the community.

Cooks Lane - Pedestrian Crossing Assessments (Kingshurst Ward).

The Cabinet Member agreed:

 

(i)                   That the proposals included within the report for the construction of raised crossing facilities be used to form the basis of consultation with residents, Parish Councils, Ward Members, the CTC, Archbishop Grimshaw School and other interested parties; and

(ii)                   

To implement the scheme within this financial year, subject to satisfactory consultation.

 

To consider the assessment report for the provision of upgraded pedestrian crossing facilities on Cooks Lane outside the City Technology College and also adjacent to Hillside Drive.

Subway Assessment, A452 Chester Road, Chelmsley Wood.

The Cabinet Member agreed:

 

That the proposals contained within the report to maintain the existing facility be used to form the basis for consultation with residents, Parish Councils and other interested parties; and

 

To implement the approved scheme, subject to the above consultation.

 

To consider a petition requesting the replacement of the existing subway under the A452 Chester Road, near Dunster Road, with a street level pedestrian crossing facility.

Amendment to existing waiting restrictions - Manor Road, Solihull.

The Cabinet Member agreed that officers proceed to advertise a Traffic Regulation Order to amend the existing waiting limited to one hour with return prohibited within one hour Mon - Sat 8 am - 6 pm, to become no waiting Mon - Sat 9.30 -11.30 am and 2 - 3pm on the south eastern side of Manor Road and, subject to no objections being received, implement the proposal.

 

To seek approval to amend the existing waiting restrictions on the south eastern side of Manor Road, Solihull, near the junction with Warwick Road.

Traffic Condition – Dengate Drive/Greenfield Avenue.

The Cabinet Member noted the concerns raised by local residents and approved the further monitoring of traffic conditions in Dengate Drive and Greenfield Avenue.

The Cabinet Member, In order to discourage ball games as set out in the report, approved officers to proceed with the installation of shrubs and landscaping.

To report receipt of a petition from residents of Kettlebrook Road requesting the provision of a "Ball Games Prohibited" sign and to determine the course of action to be taken.

Policy for Vehicle Access Crossings.

The Cabinet Member:

 

Approved the policy for vehicle access crossings on the public highway; and

 

Approved the implementation of a £20 fee for quotations, discounted against the final cost of the construction of footway crossing.

 

To approve a policy for the provision of vehicle access crossing over a footway or verge to the frontage of a property.

Provision of Vehicle Access Crossing No.2 Beechwood Close, Cheswick Green.

The Cabinet Member:

Approved the construction of the footway crossing to No.2 Beechwood Close; and

Agreed that each further application be determined on its individual merits, in consultation with local ward Members and Hockley Heath Parish Council.

 

To seek Cabinet Members approval to grant permission for the construction of Footway Crossing to No.2 Beechwood Close.

West Midlands Casualty Reduction Partnership.

The Cabinet Member:

Noted that the West Midlands Casualty Reduction Partnership had been approved to join the National Safety Camera Cost Recovery Scheme with effect from 1 October 2002;

Approved Solihull Metropolitan Borough Council’s Partnership in the West Midlands Casualty Reduction Partnership; and

Authorised the Director of Environment Services or Director of Community Services, as appropriate, in consultation with the Cabinet Member to enter into the partnership agreement when it is completed.

 

To inform the Cabinet of the creation of the West Midlands Casualty Reduction Partnership with the objective of reducing casualties by increased use of safety camera enforcement.

Provision of a Town Centre Shuttle Bus and Park & Ride Service.

The Cabinet Member approved the list of companies who had expressed an interest to tender to provide the Town Centre Shuttle Bus and Park & Ride Service for Solihull.

 

To approve the list of companies expressing an interest to be included on the select list, to tender for the Provision of a Town Centre Shuttle Bus and Park & Ride Service.

The contract will renew the current service for a period of twelve months.

Petition – Request to reopen road – Kingfisher Drive Smith’s Wood.

The Cabinet Member:

Noted the receipt of the petition from 359 residents in the Kingfisher Drive area of Smiths Wood and noted the extensive consultation carried out with residents prior to the implementation of the road closure; 

Considered that the re-opening of the road was to be the best option although it was considered essential that the implications of the course of action would need to be thoroughly assessed to ensure that the decision is the correct one; and

Agreed to consider a further report in January 2003, following further consultation with the local community and further assessment.

 

To inform the Cabinet of the receipt of a petition received from residents in the Kingfisher Drive area of Smith’s Wood requesting the road be reopened  to motorists and to provide  a pinch-point as a replacement.

The Cabinet Member agreed that the Chief Executive proceed with the implementation of the proposed Traffic Regulation Order having considered the objection received.

To consider an objection to the proposal to introduce a total prohibition of driving, except for access, along Fordbridge Road, Kingshurst, following the advertisement of a proposed Traffic Regulation Order.

The Cabinet Member agreed that the Chief Executive proceed with the implementation of the two proposed Traffic Regulation Orders following the consideration of the objections received.

To consider objections to the proposals to:-

(a) Introduce a total prohibition and a restriction of waiting along Buryfield Road and surrounding roads; and

(b) Introduce waiting restrictions along Seven Star Road Service Road and Beachamp Road,

following the advertisement of two proposed Traffic Regulation Orders.

Wood Lane, Earlswood – Car Park at New Fellings Coppice.

The Cabinet Member:

 

Authorised the Chief Executive to advertise and process the appropriate closure order through the magistrates court;

 

Approved the erection of appropriate fencing and gate at the entrance to the car park from Wood Lane;

 

Agreed to discussions being held with Hockley Heath Parish Council regarding the future management of the car park; and

 

Agreed that Warwickshire Wildlife Trust be included within the overall consultation process.

 

To seek authority to advertise a highway closure order for the car park area at New Fellings Coppice off Wood Lane, Earlswood.
