Expenditure relating to the establishment of the North Solihull Regeneration Partnership

The Cabinet Member for Resources approved subject to the Cabinet Member for Regeneration agreeing the redesignation of £105k of capital to revenue conversions to meet additional costs associated with the negotiation of legal agreements for North Solihull regeneration in April and May 2005.

To seek approval for additional funding to cover the cost of negotiating the legal and financial structure of the North Solihull regeneration partnership between 1.4.05 and 31.5.05.

Approval to tender the contract for bill payments

The Cabinet Member for Resources:

endorsed the approach being proposed as detailed in the report; and

approved the tendering of the contract for bill payments for a 2 year period with an option to extend for 1 year. (provisional start date between 1 Jan 2006 and 1 April 2006)

 

To seek approval from the Cabinet Member for Resources to tender the contract for bill payments.

To award contract for office furniture

The Cabinet Member for Resources:

approved the award of contract for Office Furniiture for the period 1 July  2005 to 30 June 2008 to Charter Offcie Equipment Ltd with the option to extend for one year at an estimated contract value of £320,000; and

mandated the use of this contract to maximise savings.

Option to Include A Neutral Vendor Solution for Temporary Agency Contract

The Cabinet Member for Resources:

noted that the option to include a neutral vendor solution in addition to a master vendor solution had been offered to potential suppliers in order to fully test the market for potential benefits and savings; and

recommended that Full Council agree to delegate authority to award the contract (Estimated annual value £5m, total contract value £20m), for agency staff to the Cabinet Member for Resources at his meeting on 15 September 2005.

 

To notify the Cabinet Member for Resources of the option to include a neutral vendor solution when tendering the contract for temporary agency staff.

To identify that in order to maximise the potential savings arising from the new contract approval from Full Council to delegate authority for the award of contract for the supply of agency staff to Cllr Hillas Member for Resources Cabinet on 15 Sept 2005 (Decision Making Session) will be needed.

Stage 2 Restructure Facilities & Asset Management

The Cabinet Member for Resources:

noted the proposals for a phased approach to the re-structuring of Corporate Facilities and Asset Management (F&AM) Services;

Agreed that with the exception of services to leisure centres and some services to schools all F&AM human and financial resources and systems should be brought together within the Strategic Investment and Property Division as soon as possible;

Noted the outline proposals for the future development of the corporate F&AM services and receive further reports on the detailed proposals for the development of the services in due course; and

Agreed to the detailed review of the staffing arrangements and budgetary adjustments required to create a centralised F&AM service, as outlined in paragraphs 5.4.1.and 5.6.1 of the report.

The Cabinet Portfolio Holder for Resources: -

noted the current monitoring position in respect of grants and donations; and

refused the application of £200 for Chelmsley Wood Royal British Legion.

Delegation of Authority to Award Contracts for Stationery and IT Consumables

The Cabinet Member for Resources agreed that in consultation with spokespersons authority be delegated to the Strategic Director of Customer Services for the award of contracts for stationery and IT Consumables, for the period 1 July 2005 to 30 June 2008 with an option to extend until 30 June 2009

To delegate authority to  Richard Honeysett – Strategic Director of Customer Services, to approve the award of contract for stationery and IT consumables, In accordance with the Rules for Contracts (15).
