Home Zone North Fordbridge

To note the current status of the Home Zones scheme for the Fordbridge Area, and the proposal to progress detailed consultations with residents and stakeholders and associated preliminary design works;

To approve the advertising of a proposed 20mph Speed limit for the Home Zone area and adjacent roads; and

To approve upgrading of street lights to allow for re-siting of Domehawk security cameras in the Fordbridge Area.

To update Cabinet Member on the current status of the proposals for a Home Zone in the North Fordbridge Area of Solihull. To seek Cabinet Member approval to progress the advertising of a Traffic Regulation Order for a 20mph speed limit on the roads in the vicinity of the proposed Home Zone.

Proposed Chelmsley Wood Area Local Safety Scheme and Safer Routes to School Project, Chelmsley Wood

To approve the implementation of the traffic calming measures detailed in the report and drawing No. 6478/7, subject to the results of the statutory consultation.

To seek approval for the implementation of traffic calming measures along Chelmsley Road, Helmswood Drive and Berwicks Lane, Chelmsley Wood.

Coventry Solihull Warwickshire Transport & Regeneration Study

To note that the study provides a strategic transport framework for the sub-region as a basis for future decisions;

To note that the study finds a need to widen M42 in the longer term (2016-2021);

To confirm the continued safeguarding of highway improvement lines for the Balsall Common, Knowle and Hockley Heath By-passes;

To request Coventry City Council to consult at an early stage before developing any proposal for a new distributor road to the south-west of Coventry;

To receive a further report in due course to consider issues for inclusion in the Local Transport Plan 2006.

To report the findings of the Coventry Solihull Warwickshire study and to seek approval for further action where appropriate.

Bradford Road and Chester Road Traffic Calming Hazelhurst Road Service Road – parking problems

To authorise the advertising of the Traffic Regulation Order as set out on Drawing No. 32457/107/12 Rev K;

That subject to there being no objections to the advertised Order, approve the implementation of the proposed Waiting Restrictions;

To agree that the original proposals for the Buckingham Road junction should be deleted from the overall package of measures for Bradford Road and Chester Road, subject to views of Ward Members and local residents; and

To receive a further report on possible minor improvements to the Hazelhurst Road junction as suggested by residents during the consultation on the Traffic Regulation Order, and also the possible addition of road humps to the service road to discourage inappropriate speeding.

 

To seek approval to proposals to introduce Waiting Restrictions at Hazelhurst Road and a short length of service road on Chester Road following consultation with local residents, and to reconsider the original proposals for amending the Buckingham Road junction.

A452 Kenilworth Road, Road Safety Measures

To note the contents of the report and recommended to:-

approve the urgent closure of the gaps (to include adequate signage) in the central reservation of the A452 Kenilworth Road between the B4102 Hampton Lane and Balsall Common by temporary order with the exception of the gap at Marsh Lane;

authorise the advertising of an order for the permanent closure of the gaps as described above;

authorise the advertising of a permanent Order to impose a 50 mph speed limit on the A452 Kenilworth Road between A45 Coventry Road and the Hall Meadow Road roundabout at the entrance to Balsall Common; and

receive a further report on the permanent closure of the gaps in the central reservation together with full funding implications.

To consider comments and concerns that have been raised about the proposed package of safety measures for the A452 Kenilworth Road between B4102 Hampton Lane and Balsall Common.

Petition – Ulleries Road, Olton – Request for Pedestrian Crossing

To note the action proposed with regard to the petition requesting pedestrian crossing facilities on Ulleries Road, and

Agree that a further report will be submitted in December 2005.

To report on a petition received from residents of Ulleries Road, Olton, requesting the provision of a safe pedestrian crossing to access the Doctors’ surgery and Library.

To note the petition received for Chapelhouse Road,

To agree that discussions take place with the developer of Grace Academy, and

Agree that a further report on a joint scheme is to be presented to a future session subject to the conditions detailed in the report.

To consider a petition received requesting parking provision at Chapelhouse Road, close to the junction of Bosworth Drive, Chelmsley Wood.

To consider the petition submitted by the residents of Kittermaster Road;

To note a further report to be taken to Solihull Community Housing seeking approval for land transfer; and,

To note a further report to be  submitted to the Cabinet Member for Transport and Highways in March 2006 detailing those schemes included in the 2006/2007 Programme.

To consider a petition received requesting off street parking at Kittermaster Road, Meriden.

Local Transport Plan Capital Programme Monitor Report

To note the progress to date on the Local Transport Plan Programme 2005/06;

To note the amendments and variations to the Programme; and

To agree to receive a further report to the next meeting settling out details on how the shortfall in anticipated expenditure can be addressed.

To advise the Cabinet Member on the financial monitoring of schemes approved in February 2005 following the allocation of funding from the Local Transport Plan.

To note the consultation responses as outlined in this report and as detailed in Appendix 1 and 2;

To note the proposed experimental Traffic Regulation Orders set out in paragraph 4.3.13;
