The Cabinet Member agreed that the issues raised in the pedestrian crossing assessment on Lanchester Way be taken forward into the wider context of the detailed accident analysis being carried out in the Smith’s Wood ‘Area Study’.

To consider a petition requesting provision of a pedestrian crossing facility on Lanchester Way, Smith’s Wood.

Transfer of Land into Transport and Highways ownership

The Cabinet Member approved the appropriation of the sites outlined in the report to Transport and Highways to assist with the Council’s ongoing parking displacement strategy.

To consider the transfer of land at various locations from Solihull Community Housing and Local Services, Public Open Space into Transport and Highways ownership, as part of the Council’s ongoing commitment to reduce the number of locations experiencing parking difficulties in the Borough.

Bradford Road and Chester Road Traffic Calming Hazelhurst Road Service Road – Parking Problems

The Cabinet Member:

Authorised the consultation of local residents on proposals to introduce Waiting Restrictions at Hazelhurst Road and a short length of service road on Chester Road, and

Subject to the outcome of the consultation, approved the advertising of the appropriate Traffic Regulation Order as set out on drawing number 32457/107/12, and

subject to there being no objections to the advertised Order, approved the implementation of the proposed waiting restrictions.

To consider residents’ concerns regarding parking problems in the service road opposite the surgery and shops, following the introduction of the closure of the service road in Hazelhurst Road in February 2005

Review of Local Land Charges

The Cabinet Member agreed to the Authority adopting in principle the new guidelines for processing Local Land Charges and Personal Search enquiries, and investigating those changes that may be necessary to deliver improved accessibility to our records.

To consider adopting new systems of working in line with recent advice on good practice for delivering our Local Land Charges and Personal Search Service with respect to highway related information

Proposed Waiting Restrictions- Church Hill Road

Cabinet Member agreed that, notwithstanding the objections received, the proposed prohibition of waiting on Church Hill Road, as indicated on plan No. 6260/1 be implemented as advertised.

To consider objections to the introduction of waiting restrictions along the section of Church Hill Road fronting property numbers 78-100.

Local Transport Plan Capital Programme Monitor Report 2005/06

The Cabinet Member:

noted the progress to date on the Local Transport Plan Programme 2005/06;

approved the amendments to the programme outlined in the report; and

noted that further reports will be presented seeking approval to detailed schemes.

To advise the Cabinet Member on the financial monitoring of schemes approved in February 2005 following the allocation of funding from the Local Transport Plan and to seek approval to minor amendments to the programme.

Petition – Sansome Road, Shirley – Concern about the speed and volume of traffic

Cabinet Member noted:

the issues with regard to traffic conditions in Sansome Road, and agreed to take no action; and

that traffic conditions will continue to be monitored.

To consider a petition requesting action to address the speed and volume of traffic using Sansome Road.

Petition – Tilehouse Lane, Tidbury Green – Request for speed reduction measures

The Cabinet Member noted:

the issues with regard to traffic conditions in Tilehouse Lane, and agreed to take no action;

that consideration will be given to the speed of traffic on Tilehouse Lane as part of the junction improvement proposals for Tythe Barn Lane, together with a review of the speed limit;

that this road will be included on the list of roads for consideration for SpeedVisor treatment; and

that traffic conditions will continue to be monitored.

To consider a petition requesting speed reduction measures on Tilehouse Lane, Tidbury Green.

Updated Policy for the Provision of Vehicle Access Crossings

The Cabinet Member:-

approved the change of use of the parking lay-by fronting 410 – 426 Rowood Drive, Solihull to provide vehicular access; and

approved the updated policy for the provision of vehicle access crossings.

 

To update the Cabinet Member on the offer of vehicle access crossing (VACs) to residents of 410 – 426 Rowood Drive, Solihull,

To approve an updated policy for the provision of VACs over the footway or verge onto the frontage of properties.

LTP Bridgeworks Programme – 2005/06

The Cabinet Member approved:- 

the proposed Local Transport Plan bridgeworks programme 2005/06 and the funding arrangements detailed within this report;

local consultation for Road over Rail Vehicle Incursion (Nailcote Lane Safety Scheme);

revision of the report programme based on the findings of the further investigative work on the A45 Coventry Road North Railway Bridge; and

flexible project programming allowing schemes to be brought forward into the programme or deferred into subsequent financial years.

To consider the LTP bridge assessment, strengthening and maintenance programme for 2005/06.

School Travel Strategy 2005

The Cabinet Member:

approved the submission of a draft School Travel Strategy to the Regional School Travel Advisor for the West Midlands by 30 June 2005, and

approved public consultation on the draft School Travel Strategy; and

 

Agreed to receive an update report summarising the result of the consultation in 2006.

To seek approval to submit draft School Travel Strategy to the Regional School Travel Advisor for the West Midlands as a report of progress with school travel initiatives during 2004/05 and to seek approval to proceed with public consultation on the draft School Travel Strategy.

The Cabinet Member agreed that Officers should proceed to advertise a Traffic Regulation Order as shown on Plan No. 6387/1, and if there are no objections, implement the proposals.

The Cabinet Member approved the revised Local Transport Plan bridgeworks programme 2005/06 and the funding arrangements detailed within this supplementary report.

To inform the Cabinet Member of the findings of further investigation works undertaken on the A45 Coventry Road North Railway Bridge (to be read in conjunction with the LTP Bridgeworks Programme 2005/06).
