To update the Cabinet Member on the condition of the highway network and to provide other options to reduce the backlog of Highway maintenance.

To note the continual improvement in the BV 100 performance indicator, and

To note the contents of the report and the implications of the Traffic Management Act 2004.

To inform the Cabinet Member of the interim results for 2005/06 of Best Value Performance Indicator 100 (BVPI 100) for measuring the congestion on the highway.

West Midlands Casualty Reduction Partnership - Update

To approve, subject to successful consultation with residents, Ward Councillors and Parish Councils:-

the proposed new fixed speed enforcement camera housings detailed in the report;

the proposed hard-standings to enable the Casualty Reduction Partnership to carry out mobile speed enforcement activities also detailed in the report; and

the endorsement of the recommendation of the West Midlands Casualty Reduction Partnership not to proceed with the second camera housing on Streetsbrook Road in the vicinity of Robin Hood Cemetry.

To inform the Cabinet Member about the work of the West Midlands Casualty Reduction Partnership and seek approval to consult on a future programme of works.

Old Lode Lane, Elmdon - Road Safety Assessment

To note the results of the road safety assessment for Old Lode Lane;

To approve Old Lode Lane being included for assessment when the 2006/07 programme for the Inconsiderate Speeding Initiative is being considered; and

To agree to continue the monitoring of Old Lode Lane so that remedial action can be considered if the reduction in personal injury accidents is not maintained.

To review a road safety assessment carried out for Old Lode Lane, Elmdon.

Church Hill Road Near Whitefields Road Proposed Toucan Crossing

To approve the provision of a Toucan crossing facility on Church Hill Road near Whitefields Road as indicated on Plan No.6275/1 & /2;

To request that the Road Safety Education Officer ensures that children are redirected to the new crossing facility; and

To note the receipt of the petition signed by approximately 408 residents who support the proposal.

To consider the responses to the consultation regarding the provision of a Toucan crossing facility on Church Hill Road near Whitefields Road, Solihull.

Marston Green – Parking Issues

To agree that, when capacity permits, Officers proceed to advertise a Traffic Regulation Order to introduce additional restrictions on waiting, as shown on Plan No. 6201, and if there are no objections, to implement the proposals.

To consider the provision of additional waiting restrictions in Marston Green.

Car Parking - Knowle

To agree:-

that Officers proceed to advertise a Traffic Regulation Order to impose a Total Prohibition of Waiting on part of Hampton Road and a short length of Crabmill Close, as shown on Plan No. 6488/1, and if there are no objections, to implement the proposals; and

that no further action be taken at the moment regarding the parking in St John’s Close.

To consider parking arrangements in Knowle and in particular a petition raising concerns about parked vehicles in both Hampton Road and Crabmill Close.

Proposed 40 Mph Speed Limit – Darley Green Road, Solihull

To agree that Officers proceed to advertise a Traffic Regulation Order to impose a 40 mph speed limit on part of Darley Green Road, as shown on Plan No. 6461/2 and, if there are no objections, to implement the proposals.

To consider the introduction of a 40 mph Speed Limit along part of Darley Green Road.

Proposed Prohibition of Driving Order -  Chelmsley Lane, Marston Green

To agree that, not withstanding the objections received, the proposed closure of Chelmsley Lane, as indicated on Plan No. 6352, be implemented as advertised.

To consider the introduction of a Traffic Regulation Order to prohibit motor vehicles from driving along a short section of Chelmsley Lane, following the receipt of objections to this proposal.

Proposed Traffic Regulation Order – Amendments to Waiting Restrictions along Arley Road and Rollswood Drive

To approve the advertising of a Traffic Regulation Order to prohibit waiting in Arley Road and Rollswood Drive as shown on Plan No 6265/3 and, if there are no objections, to implement the proposals.

To seek Cabinet Member approval to advertise an amendment to the waiting restrictions in Arley Road and introduce a Prohibition of Waiting for the remaining length of both roads.

To note the contents of the report; and

To take no action with regard to the suggestion of a closure of the B4118 Chester Road in Castle Bromwich Village.

To advise the Cabinet Member of investigations undertaken into traffic conditions in Castle Bromwich Village.

A34 Hockley Heath – Proposed Vehicle Activated Sign

To approve, as a reserve scheme, the installation of a Vehicle Activated Slow Down Warning as detailed in the report, subject to satisfactory local consultation and support from the Police to install a Dome Hawk camera to monitor the site.

To seek Cabinet Member approval to install a Vehicle Activated Slow Down Warning Sign along the A3400 in Hockley Heath on the southbound approach to Aylesbury Road; and subject to consultation, the installation of a Dome Hawk camera to monitor the site.

To agree to take no action with regard to the request for a Total Prohibition of Waiting on Downing Close, off Station Road, Knowle.

Proposed Zebra Crossing – Stretton Road, Shirley

That, notwithstanding the objections received, to approve the introduction of a Zebra Crossing on Stretton Road centred on the existing road hump in the vicinity of the shops as indicated on Plan No. 6389; and

To advise the objectors to approach the Social Care and Health Directorate of the Council to seek an assessment of their mobility needs to ascertain whether or not they qualify for financial assistance for adaptations to the frontage of their property for off-road vehicular parking.

Brueton and Malvern Park Cycle Routes - Project Variations and Overspend

To note the contents of the report and approve the additional expenditure; and

To approve the principle of a partnership project with Solihull College to construct a further section of diverted footpath/cyclepath through the college site, and to agree to receive a further report on this in due course.

To inform the Cabinet Member of a number of variations to the Brueton and Malvern Park Cycle Route project and to seek approval for a project overspend totalling £30,000.

To approve:

the continuation of agency staff as Contract Supervisors pending a further report on the Strategic Highways Contract ; and

the conversion of the fixed term posts of Technical Assistant and NRSWA Inspector to permanent posts on the establishment.

To convert two fixed terms posts on the establishment in Highways Management to permanent posts and to continue with Agency arrangements for two unfilled posts pending a further report on management of the Strategic Highways Contract
