To approve:

the consultation with local residents for the construction of a parking lay-by; and

subject to the support and ranking with other competing schemes on the current programme in accordance with our policy, implementation within the 2005/06 programme.

To consider the construction of a parking lay-by adjacent to the carriageway of Chapelhouse Road, in the vicinity of Chester Close, Chelmsley Wood in accordance with the parking displacement programme.

Budget Framework

To note the Cabinet guidance in respect of the proposed budget framework;

To work with Cabinet Spokespersons, the Chief Executive and Lead Corporate Directors to identify the potential for savings or efficiency gains to help fund any new priorities or inflationary pressures within their portfolio's budget; and

To delegate approval for the Cabinet Member in conjunction with opposition spokespersons to approve schemes to be evaluated against the Capital Project Appraisal System.

To advise the Cabinet Member of the Budget Framework agreed by Cabinet on 7th October 2004.

To approve the principle of the Three Year Integrated Highways Programme; and

To approve the Winter Services Review improvements and Action Plan for 2004/05;

To approve the publication and issuing of a revised summary document “Winter Services Plan 2004/05”;

To verify the priority treatment of footways; and

To advise Cabinet Member of service delivery improvements with respect to Winter Services.

Displays and Signage on the Highway - Policy

To consider and note the contents of this report;

To agree to the adoption of the draft policy;

To agree to advise the appropriate town centre partnerships of the implementation of the proposed system of charges; and

To approve the proposed charges subject to (iii) above.

To consider a draft policy to allow regulation of Trade Displays, Signage and pavement cafes on the highway.

Shirley Environmental And Transportation Scheme (SETS) – Proposed Improvements To A34 Stratford Road/School Road/Church Road Triangle Junctions

To note the results of the second public consultation exercise undertaken during October 2004;

To approve the progressing of Option 8 (the provision of a roundabout at the Stratford Road/School Road Junction with controlled pedestrian crossing facilities and ‘No change’ to the Stratford Road/Church Road and School Road/Church Road junctions) to the detailed design stage with a view to the scheme being implemented in the 2005/06 and 2006/07 financial years;

To inform residents and businesses in the local area of the consultation, of the Cabinet Member’s decision, and the likely future programme; and

To receive a further report setting out the design detail, with costs, together with funding arrangements.

To inform the Cabinet Member of the results of further public consultation undertaken during October 2004 and to seek authority to progress the detailed design of the preferred option with a view to the scheme being implemented in the 2005/06 and 2006/07 financial years.

Langley Area Safer Routes To School Project Phase 2 – Objections To Proposed Speed Humps – St Bernard's Road, Olton

To consider the objections and in light of the officer’s comments, approve the implementation of the speed table, and receive a further report following monitoring of the measure proposed.

To consider objections to a proposed speed hump along a length of St Bernard’s Road as part of the Langley Area Safer Routes to School Project.

Home Zone – Fordbridge

To approve:

the integrated approach to the Fordbridge area and the selection of the roads for Home Zone treatments over the next 3 years with Hilleys Croft and Grandys Croft as the first phase;

the provision of security cameras and equipment subject to an agreed management plan;

further more detailed consultation with residents; and

proposals to commence additional works to rationalise on street parking during this financial year at Hilleys Croft and Grandys Croft if funding is available.

To seek Cabinet Member approval to progress with a plan of action in respect of Fordbridge Home Zone.

Development Of The Inconsiderate Speeding Initiative Campaign

To approve the development of the Inconsiderate Speeding Initiative Campaign and in particular agree to :-

the purchase of four additional “Mini” SpeedVisor signs as detailed in the report; and

the Authority entering into agreement with local community organisations to enable them to purchase and operate SpeedVisor equipment on the public highway.

To seek Cabinet Member approval to develop the Inconsiderate Speeding Initiative Campaign.

Proposed Road Safety Scheme – Main Road And Hampton Lane, Meriden

To consider the objection from Meriden Parish Council but, in view of the largely positive response from the community consulted upon and local members, to agree to the implementation of the scheme in full with the revisions to the scheme as detailed in the report;

To agree to the revision of mandatory cycle lanes to advisory cycle lanes in the light of local objections; and

To agree to the £20,000 funding under the emerging issues in supporting jobs and prosperity element of the LTP to be allocated to the scheme.

To seek approval for the implementation of a traffic calming scheme on Main Road, Meriden and the provision of a Gateway feature at the extension of the 30 mph limit on Hampton Lane, Meriden.

Local Transport Plan Capital Programme Monitor Report 2004/05

To note the progress to date on the Capital Programme, and note that further reports will be presented seeking approval to detailed schemes; and

To approve the funding of £15,000 for the Closed Circuit Television as set out in the report.

To advise the Cabinet Member on the financial monitoring of schemes approved in January 2004 following the allocation of funding from the Local Transport Plan and to seek approval to minor amendments to the programme.
