Annual Return 2006/07
The West Midlands Joint Committee (WMJC) comprising the seven Metropolitan District Councils of Birmingham, Coventry, Dudley, Sandwell,
Solihull, Walsall and Wolverhampton was established in 1985 following the abolition of the County Council. The Committee is a joint committee for the purposes of Part VI of the Local Government Act 1972.
The overall objective of the WMJC is to co-ordinate actions on important issues affecting the local authorities in the West Midlands and to provide a vehicle for communicating these actions and their needs to Government and other influential bodies.
If you have any questions relating to the 2006/07 Annual return, please contact John Brookes at Birmingham City Council (which acts as Secretary for the WMJC) on 0121 303 2376 or email john_brookes@birmingham.gov.uk

Annual Audit and Inspection Letter
The auditors are required, under the Audit Commission's Code of Audit Practice to issue an Audit Letter to the Council and its members on completion of their external audit, demonstrating that the Code's objectives have been addressed and summarising all issues of significance arising from their work.
Annual efficiency statements
The Government's Gershon efficiency programme set an efficiency savings target for all local authorities of 2.5% per annum between 2005/06 and 2007/08. For Solihull this equates to an annual target of £3.4m. At the beginning of each year, councils must produce a forward-looking annual efficiency statement (AES) setting out how they plan to achieve their target. The forward-looking statements for 2006/07 and 2007/08 are available below.
At the end of each year councils review their performance and produce a backward-looking statement reporting on the efficiencies which were actually delivered. The backward-looking statements for 2004/05 (efficiencies achieved in 2004/05 can be counted towards the 2005/06 target), 2005/06 and 2006/07 are available below.
For more information on the Gershon agenda, please see the Regional Centres of Excellence guidance.
