Parish/Town Councils and Councillors

Parish and Town Councils are the most local level of government in England. Parts of the Borough of Solihull have parish or town councils, whilst other parts of the Borough are unparished.

What are Parish/Town Councils?

Parish/Town Councils are independent of Solihull Council, although they normally maintain a close working relationship with us.

In April 2008 the Council adopted a Charter to govern its working relationships with Town and Parish Councils. A copy of this Charter can be downloaded from the attachments section.

Their powers vary depending on how large and how active they are. Some meet infrequently (but at least four times a year, including one public meeting) and are responsible for very few matters.

Some larger parishes look after items such as street lighting, cemeteries, allotments, commons, village halls, war memorials and markets.

Parish Councillors

Councillors have an active interest and concern for their local community. They represent local people and work in partnership with them and others when necessary. They help with decisions on local services and Council policies.

Councillors are not paid and have to abide by a local government code of conduct. They must declare any financial interests in the parish - such as employment, businesses and land ownership. Councillors must also declare any conflict of interest in any matter being discussed at a parish council meeting.

Making a complaint about a Town or Parish Councillor

Complaints about individual members of a Town and Parish Council that there has been a breach of the code of conduct for councillors should be referred to the Monitoring Officer of Solihull Metropolitan Borough Council.
