Pay Structure

The job evaluation scheme determines the pay band for each job whilst performance determines the individual's position in the pay band.

Probation Period

The first six months employment with the Authority will be probationary except when an employee transfers from another local authority.

Pay Progression

Pay Progression is subject to performance and assessed through the appraisal process. Performance is assessed over a 12 month review period and pay decisions actioned from the 1st April each year.

Hours of Work & Flexible Working

The standard working week for full time employees is 37 hours. A number of flexible working practices are in operation across the Council to improve service delivery. Many of the schemes allow employees to determine their own working hours.

If overtime working is essential then time off in lieu should be granted. Up to 5 increments can be used to reward employees for working contractual unsocial hours. A copy of the formula can be obtained from the HR & Equalities Division.

Holiday Entitlement

Employees have a basic holiday entitlement of 24 days which includes 4 concessionary days. After 5 years continuous service this increases to 29 days.

The leave year runs from the 1st April to the 31st March and all leave must be agreed in advance with the manager.

Employees are also entitled to 8 public holidays (New Year’s Day, Good Friday, Easter Monday, May Day, Spring Holiday, Late Summer Holiday, Christmas Day, Boxing Day).

Part time and term time only employees are entitled to receive a pro-rata share of holiday entitlement and Bank Holidays.

Training and Development

Solihull MBC is committed to the continual development of employees in line with business needs. A range of courses is available both in-house and externally run. This includes courses for individual development, for example, assertiveness training, technical skills training such as IT, and a management development programme leading to a qualification from the Institute of Leadership and Management. In addition the NVQ (National Vocational Qualification) scheme enables employees to gain a recognised qualification whilst working. Where appropriate, the Council also sponsors employees to undertake professional qualifications such as the Post Graduate Diploma in Personnel Management (CIPD), Chartered Institute of Public Finance Accountants (CIPFA) and the Diploma in Social Work (DipSW) etc . .

Car Allowances

Employees whose post is designated "Essential Car User" will receive a monthly payment in accordance with one of the following mileage bands:

1000 - 1999 £989 per annum
2000 - 3499 £1,390 per annum
3500 - 4999 £1,866 per annum
5000 - 6499 £2,438 per annum
6500 plus £2,974 per annum

Essential users are entitled to a car loan, and either a parking space or a free car parking season ticket.

Other car users receive 30.6p per mile.

Pension Scheme

The Local Government Pension Scheme is available to all employees. Membership of the scheme is automatic for all new employees. It is a final salary scheme. If an employee does not wish to be a member of the scheme or requires further details they should contact the Payroll and Pensions Division.
