Licensing - temporary events notice

Application Information


Temporary Events Notices or TENs, are a way to provide a licence for a small, one-off event at a premises or area (including outdoors) where licensable activities are not normally allowed.

Applications must be submitted no later than 10 working days prior to the event taking place, but due to the extremely tight time frames involved, the Licensing Team would welcome the application as early as possible to ensure the safe and effective running of the event.

There are very strict limits on TENs which must be adhered to:

  • Applicant must be an individual over 18 years of age, applications cannot be accepted from companies or organisations.
  • The number of people must not exceed 499 at any one time (this includes organisers, stewards, performers etc. as well as audience & spectators).
  • Each event covered by a Temporary Event Notice may last for up to 96 hours.

If the applicant holds a Personal Licence, he may apply for up to 50 TENs in a calendar year. A non-Personal Licence holder may apply for up to 5. However, the premises (be it a building, a specific room within a building, a park or recreation ground) may only be used for a Temporary Event 12 times within a calendar year.

Application Process

  • Complete 3 copies of the application form
  • Send one copy to the local Police
  • Submit 2 copies to the Licensing Authority accompanied by the £21 fee.
  • Providing the notice complies with the restrictions/limitations described above, an endorsed copy of the Temporary Event Notice will be returned to the applicant within one working day from receipt enabling the event to proceed.
  • Only the Police may raise an objection to the TEN, and they must do so within 48 hours. Should this be the case, the applicant will be contacted with a view to mediation to try to resolve any difficulties identified by the Police. If this is not possible, the application will then be placed before the Licensing Committee for decision.
