Traffic Regulation Orders

Traffic Regulation Orders (or TRO's) are legal documents made by the Council which allow the enforcement of various regulations which you could expect to see on the Boroughs roads. These include speed limits, on and off-street parking, weight restrictions, one-way streets and many other traffic related restrictions.

In most cases, TRO's are made as a direct result of requests from local communities and/or the Police to address specific road safety or quality of life issues. Some TRO's are made to compliment new highway schemes or to ensure that construction/maintenance works can be carried out safely. TRO's can be either permanent, temporary or less commonly, experimental.

Prior to October 2007, all TRO's that the Council made were enforced by the Police and/or Traffic Wardens. Since that date, the powers of enforcement relating to on and off-street parking restrictions have been transferred from the Police and Traffic Wardens to the Council's Civil Enforcement Officers. This change in the law has become commonly known as "Civil Parking Enforcement".  All other non-parking TRO's such as speed limits, weight limits and vehicle movements are still enforced by the Police.

Types of Traffic Regulation Order

Permanent

Permanent TRO's are proposed with the intention that they will be introduced on a fixed and ongoing basis. There is an initial 21day statutory consultation period and there is an opportunity for residents who may be affected by the proposals to object.

Temporary

These are used to cover temporary events such as road works or if a road is to be closed for a period of time for events such as a community celebration or a carnival. A temporary TRO could last for as long as 18 months and there is no right of objection. Emergency TRO's can also be brought into force immediately if the Council considers there is a potential danger to road users and/or the general public. In most cases, temporary TRO's will not hinder access for the emergency services.

Experimental

These are used to see if a potential set of restrictions could work in practice before being made on a more permanent basis. They can be made for up to 18 months and there is an opportunity for the public to object. All of the Red Route restrictions within the Borough started out as experimental TRO's. The Council must follow a stringent set of procedures when consulting on an experimental TRO before eventually seeking to make it permanent.
