How to make a request for a Traffic Regulation Order
Requests for Traffic Regulation Orders can be made either by telephone or in person.

How we consider your request for parking restrictions
Each year we receive a considerable number of requests for new parking restrictions. In order to provide an objective method for dealing with the requests we score each location using an assessment framework, which considers the following:- The type of request received
- The Personal Injury Accident record for the location
- The available running lane width
- The type of parking problem occurring, eg. whether vehicles are parked at or near a junction, on a bend or on a brow of a hill, or on a footway
- If the location is on a strategic or traffic sensitive route, a bus route, a through road or in a cul-de-sac
- If the location is within walking distance of a parking generator, eg. a hospital, train station, town centre
- If the request is associated with school parking
From time to time requests are received for locations where the site characteristics afford it a high score but Officers may consider there to be no clearly identifiable solution. In such cases alternative measures may be considered. Conversely, some low scoring locations may benefit from the introduction of some form of parking restriction.
Lists of locations that we have previously considered can be accessed via the attachments section at the top of this page. Where we have decided that no further action be taken, such locations are unlikely to be reconsidered for a three year period unless there has been a clearly identifiable material or policy change.
What we do if we consider your request appropriate
Where Officers identify that a Traffic Regulation Order may be appropriate, the given score helps determine when a scheme is progressed, dependant on financial and Officer resource available at the time.
Schemes are progressed by way of The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996. This is a statutory instrument that places certain obligations on the Council. As part of this process there is an initial 21 day statutory consultation period and there is an opportunity for those who may be affected by the proposals to object. Any objection received is then considered before a final decision is made.
