Abnormal loads
Information about what constitutes an abnormal load and what are the haulier's responsibilities. The normal size and weight limits are contained in the Road Vehicles (Construction and Use) Regulations 1986 (Ref. 10) [NI.46] and it is unlawful to exceed these.
However, some loads are very large and / or heavy and yet indivisible (i.e. they cannot reasonably be divided and thereby reduced in size and weight) for road transport purposes. These loads may have to be transported on specialised vehicles which are larger and heavier than normal lorries.
The Motor Vehicles (Authorisation of Special Types) General Order 1979 (the 'STGO') (Ref. 11) [NI.47] authorises the road use of specific kinds of abnormally large and / or heavy vehicles which either laden or unladen exceed the Construction and Use Regulations limits. Such vehicles include abnormal load carriers, mobile cranes, large tipper lorries, etc.
Before a haulier can move an abnormal load he must notify and indemnify against damage, the Local Highway Authority. In addition, the haulier must notify the Police and any owners of any structures (e.g. bridges) along the proposed route (e.g. Network Rail and British Waterways).
Frequently Asked Questions
Can an abnormal load travel on any road?
An abnormal load can potentially go on any road provided the haulier complies with the law. Some roads are more suitable and more extensively used e.g. A Class Roads.
What Notice Periods do I have to give?
The law requires the haulier to give a minimum of two clear days notice to the Police, Highway Authority and Bridge owners before moving the load.
The notice period for loads over 147.63 tons, 6.1 metres wide or 30 metres long is different and hauliers moving such loads need special orders from the Department of Transport.
