Demonstrations, Parades and Special Events on the Public Highway
When parades and special events take place on the Public Highway temporary road closures can be required to ensure the safety of all involved. Within the Borough temporary road closures are arranged annually for parades held on days of national importance, such as Remembrance Sunday, fun runs and carnivals.
Any road closure requires a temporary Traffic Regulation Order or Notice, which can only be arranged by the local Highway Authority. For some events on the Public Highway, at least six months notice may be required.
Additionally, for larger events, organisers may be required to attend a meeting of the Safety Advisory Group (SAG). The SAG is comprised of all of the agencies who have professional concerns for public safety at events and who can offer professional advice on the planning and implementation of events to event organisers. The SAG includes representatives from the emergency services and Local Authority departments, and may, when considering specific events, request the attendance of other agencies or organisations.

Demonstrations cannot be dealt with by the Council and as such the local Police must be contacted so that they can make the appropriate arrangements.
