If you are eligible for the discretionary energy rebate and did not use a Direct Debit method to pay your Council Tax in April 2022 we have sent you a letter inviting you to apply for your Discretionary Energy Bill Rebate online (All letters are due to arrive by the end of June 2022).

To complete the application you will need to provide the Your Account Number, Your Property Reference Number and Your Property Passcode, that can be found on your letter.

Solihull Council have partnered with Ascendant Solutions Ltd to facilitate the payment of the rebate using their Grant Approval website.

The government has provided some additional discretionary funding to local authorities to support households suffering financial hardship because of the rising cost in living.

The purpose of the discretionary scheme is to:

  • support those households not eligible for the main Council Tax Energy Bill Rebate scheme in bands E to H, and
  • provide additional support to our most vulnerable households in bands A to D

Eligibility

To receive the rebate, your household must be in one of the following categories.

Where a household meets more than one of the criteria under the scheme, they will not receive more than one payment per household.

The following households will be eligible for a top-up rebate of £100

  • Households in council tax bands Band A to D where a resident is eligible for a Discretionary Housing Payment (DHP) and liable for council tax during the period 1 April 2022 to 30 June 2022
  • Households in council tax bands A to D where at least one person receives adult community care and support services, and:
    • has completed a financial assessment for non-residential care
    • is not assessed as paying full care
    • the person responsible for paying the 31 May 2022 council tax bill will be eligible for this payment

The following households will be eligible for a rebate of £150

  • Households in council tax Bands A to D, where a review proposal or appeal relating to council tax pre-dates the announcement on 3 February 2022 and is successful after 1 April 2022
  • Households in council tax bands E to H who receive council tax reduction
    • you must be the person responsible for paying the 31 May 2022 council tax bill to be eligible for this payment
  • Households in council tax bands E to H where a council tax exemption Class U* has been granted as of 31 May 2022.
    • *a property is Class U if the only occupiers are severely mentally impaired (SMI) persons who would otherwise have to pay council tax
  • Households in Band F to H (or E with Disabled Band relief)
    • you must be the person responsible for paying the 31 May 2022 council tax bill to be eligible for this payment
  • Residents who live in a House of Multiple Occupation where the tenant is liable for the energy bill
    • if you are not liable for council tax but pay the gas/electricity bills you can apply for an award to be paid directly to their bank account
    • the property must be your sole/main residence on 31 May 2022 and you must provide an energy bill dated within the last 2 months to be eligible for this payment

The following households will be eligible for a rebate of £250

  • Households in Band E to H where a resident is eligible for a Discretionary Housing Payment (DHP) and liable for council tax during the period 1 April 2022 to 30 June 2022
  • Households in council tax bands E to H where at least one person receives adult community care and support services, has completed a financial assessment for non-residential care, and is not assessed as paying full care
    • you must be the person who is responsible for paying the 31 May 2022 council tax bill to be eligible for this payment 

Receiving your rebate

The scheme launched on Monday 13 June 2022 and applications received are now being processed.

If you are eligible for the scheme, we will write to you to invite you to make an application.  However, if you pay your council tax by direct debit, we will already hold your bank account details so payments will be made to you more quickly.

We will contact you if there are any issues in making the rebate payment.
