On Thursday 6 May 2021 a referendum will take place on the Balsall Parish Neighbourhood Development Plan (NDP).
What is a Neighbourhood Development Plan (NDP)?
A NDP is a community led plan which sets out policies to guide the future use and development of land within a specified Neighbourhood Area. A NDP can shape development and growth in a local area. If adopted the NDP will become part of the adopted borough wide development plan and will be used to assist Solihull Council in making decisions on planning applications.
This NDP has been produced by Balsall Parish Council as the ‘Qualifying Body’ entitled to produce such a plan.
Voters in Balsall Parish will be invited to vote ‘Yes’ or ‘No’ to the following question:
‘Do you want Solihull Metropolitan Borough Council to use the Neighbourhood Plan for Balsall Parish to help it decide planning applications in the neighbourhood area?’
There are a number of documents that may help you to make your decision on whether to vote yes or no. These are referred to in the regulations as ‘specified documents’.

Who is eligible to Vote?
You are eligible to vote if you satisfy all of the following:
- You are registered to vote in local council elections
- The address at which you are registered to vote is in the Neighbourhood Area (Balsall Parish)
- You are 18 years of age or over on the day of the referendum
To vote in the referendum you must be registered to vote by Monday 19 April 2021. If you are already on the register of electors then you don’t need to re-register. You can enquire if you are registered to vote by calling 0121 704 6042.
The referendum will be conducted based on procedures that are similar to those used at local government elections.
Am I registered to vote?
If you have received a poll card, then you are registered to vote. If you voted in the last election and you have not moved property since, then you should still be registered to vote. If you are not sure, you can call our helpline on 0121 704 6042.
If you have recently moved property, or recently turned 18 then you can apply to register to vote by going to www.gov.uk/registertovote. The deadline to register to vote in time for the referendum on 6 May 2021 is midnight on Monday 19 April 2021.
I’m not around on 6 May, can I still vote?
If you are not here on Thursday 6 May then you can either apply for a postal vote or appoint a proxy (where someone you trust votes on your behalf). Both methods of voting require an application form and they must be received before a deadline.
The deadline for postal vote applications is 5.00pm on Tuesday 20 April. Forms can either be scanned and emailed to firstname.lastname@example.org or sent in the post to Electoral Services, Council House, Manor Square, Solihull, B91 3QB. Applications received after the deadline will not be processed.

When will my postal vote be despatched?
For existing postal voters and anyone who applied for a postal vote before 22 March will have their postal vote packs despatched around 16 April. All other postal vote packs will be despatched around 27 April. The postal votes for the referendum will be separate to the other elections taking place on 6 May. The packs must be posted back separately.
