Nature of work
Parking and Enforcement Services is responsible for the Council’s road network. This means it’s responsible for:
- enforcing on and off-street parking restrictions
- capturing bus lane and moving traffic offences using recording devices (approved by the Vehicle Certification Agency)
- operating and enforcing car parks throughout the borough which provide over 4,500 parking spaces
- reviewing appeals and representations contesting Penalty Charge Notices (PCN)
- providing dispensations to tradespersons carrying out work within the borough
- managing abandoned vehicles
Why we need your information
We need your information to identify:
- the registered keeper of vehicles issued with a PCN
- the last known registered keeper of a vehicle reported as abandoned
Type/Classes of information processed
We may store information, including:
- basic details of your vehicle (legally obtained from the DVLA), including the vehicle registration number, make and model and current keeper
- basic details about you, such as address, telephone number and email address
- contact we’ve had with you, such as any correspondence, PCN history and abandoned vehicle enquiries
- your credit/debit card details if you have paid for a service by card

The two enforcement agents used to recover outstanding debt owed to the Council issued by Parking and Enforcement Services.

Driver and Vehicle Licensing Agency (DVLA)
To identify the registered keeper of a vehicle at a given time, for the purpose of the enforcement of a PCN or for the consideration of prosecution in any other related matter, we may contact the DVLA and provide them with the details known to us.
Traffic Enforcement Centre (TEC)
The TEC is a registration point for unpaid PCNs. TEC gives Parking and Enforcement Services the authority to apply for a Warrant of Control to recover the debt through enforcement agents as they would for council tax.
