Guide to the Education Health and Care Plan (EHCP) needs assessment process

Who can request an Education Health and Care (EHCP) needs assessment?

A request to Solihull Council to carry out an EHCP needs assessment for a child or young person living in Solihull between the ages of 0 and 25, can be made by:

• an educational setting (with the knowledge and agreement of the parent or young person)
• the child’s parent (for those over 16, consent must also be provided by the young person)
• a young person over 16 and under 25
• other people (please refer to the SEND code of practice 0 to 25 years, 9.9 and 9.10)

How to request an EHCP needs assessment?

Solihull Council has co-produced a request form with parent carers and education settings. This form will help you to provide the right information to help us to make the right decision at the right time.
