Solihull Community Housing (SCH) – which runs Solihull Council’s housing service – has successfully been granted a Closure Order on a property following complaints of anti-social behaviour by a tenant.
Birmingham Magistrates Court granted the order on Thursday 4 December 2025 in relation to 36 Blackcat Close, Chelmsley Wood, in proceedings against tenant Gary Norman, 39.
The Closure Order prohibits anyone with the exception of those named on the order - people working for Solihull Council, SCH or the emergency services - from remaining in, returning to, or entering the premises for a period of three months.
Mr Norman did not attend the hearing, which was heard in his absence.
The Closure Order follows repeated incidents of anti-social behaviour at the address since April 2025. The court heard that this included reports of Class A drug misuse; high number of undesirable persons attending the address and noise nuisance.
Solihull Council’s Cabinet Member for Housing, Cllr Mark Parker, said:
“Our law-abiding tenants deserve to live safely in their homes, without fear of criminal activity. I’m therefore pleased and want to thank the SCH officers, Solihull Council’s legal team and West Midlands Police for successfully bringing this case to court and securing a Closure Order that prohibits the disruptive tenant from entering and living in one of our properties.
“I would encourage any of our tenants who think that criminal or anti-social behaviour is taking place in their area to contact SCH or the Police. You will be listened to and your complaints will be treated confidentially, and we may be able to act as we have with this tenant.”
Anyone that breaches the order commits an offence and can be arrested. If found guilty of an offence they could be liable to imprisonment and/or a fine.
