Court grants closure order on Elmdon address

Solihull Community Housing (SCH) – which manages Solihull Council’s housing service – has been granted a Closure Order on a property in Elmdon following complaints of persistent anti-social behaviour.

Birmingham Magistrates Court granted the order on Wednesday 28 October 2026 in relation to 17 Frankton Close, following proceedings against tenant Simon Carter, 57.

The court heard that complaints had been made of persistent anti-social behaviour from Carter and his visitors including noise disturbance and alleged drug use. This was having a detrimental effect on the residents of Frankton Close.

West Midlands Police and SCH attended the address on numerous occasions and SCH officers sent warnings to Carter about his behaviour, which was in breach of his tenancy agreement.

The Closure Order now prohibits anyone except for those named on the order - people working for Solihull Council, SCH or the emergency services - from remaining in, returning to, or entering the premises for a period of three months.

Anyone that breaches the order commits an offence and can be arrested. If found guilty of an offence they could be liable to imprisonment and/or a fine.

SCH Chief Executive Mark Pearson said:

“If anybody has any concerns of anti-social behaviour, please let us know.

“You can report it in confidence to the dedicated Anti-Social Behaviour Hotline on 0121 717 1500, or to the police.”
