How to appeal a Penalty Charge Notice (PCN).

If you plan to appeal, you must do this within 28 days from the date the fine was issued.

How do I appeal?

All challenges must be in writing. 

We will not accept an appeal verbally or in person. 

Appeal against a Penalty Charge Notice

Letter

Please ensure that you include your Penalty Charge Notice (PCN) number.

You can appeal by sending a letter to:

What happens next?

After we've received your appeal, we'll provide our response within 56 days.

After investigating your case we will then respond in writing, either:

  • cancelling the fine
  • identifying why your appeal has not been successful

What do I do if my appeal was unsuccessful?

How much you will need to pay depends on when we received your appeal.

Discounted rate

You will be able to pay at the discounted rate if we received your appeal within:

  • 14 days of the PCN issue date for a parking fine
  • 21 days of the PCN issue date for a bus lane or moving traffic fine

You have 14 days to pay at the discounted rate. 

Full amount

If we received your appeal after 14 days of the the PCN issue date, or 21 days for bus and moving traffic fines, you will need to pay the full amount.

I'm unhappy with the decision

You can appeal to the independent adjudicator, the Traffic Penalty Tribunal (TPT) using the 'Notice of Appeal' which we will include with your letter.
