Community Asset Transfer (CAT)
Approach
CAT is the process where a public body transfers the ownership, lease, or management of land or buildings to a community organisation which has been declared surplus or suitable for community management by the local authority.
The asset can then be used for community benefit or to unlock benefits that the Council could not otherwise achieve.
The Council will not transfer the freehold of any asset or grant a lease longer than 21 years except for exceptional circumstances that have been approved by Cabinet. The Council retains the freehold to maintain control over its use and ensure it continues to benefit the community.
