Housing enforcement
Owners of rented houses in multiple occupation (HMO) are required by the Housing Act 2004 to have them licensed by the Council.
A HMO requires a mandatory licence where it is occupied by five or more people forming more than one household. The Council has discretionary powers to require other HMOs to be licensed.
Solihull Council is exploring an Article 4 Direction which would restrict permitted development rights for conversion of properties into smaller HMOs.

A licensing scheme will soon be in place for providers of all supported accommodation, regardless of occupancy or property size.
