The evidence base for the emerging plan can be found below. It includes studies previously published and updated or new studies.

The documents have been grouped together in subjects.

The majority of the evidence base studies were published alongside the plan on Tuesday 27 October 2026. It was not possible to publish the final versions of a small number of documents by that date.  However, these will be published shortly and the closing date for the consultation reflects this
